Senior Naturalization Clerk is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Definition

Under supervision, performs responsible and varied clerical work involved in issuing, recording and reviewing naturalization papers and supervises a very small naturalization unit; does related work.

Examples of work

  • Takes declarations of intentions to become a United States citizen.
  • Issues certificates of naturalization.
  • Instructs candidates who are applying for citizenship
  • Searches records, attends court at final hearings.
  • Compares naturalization records.
  • Examines and prices papers submitted for record.
  • Takes passport applications, issues exempt fireman's licenses.
  • Swears in Notaries, Justices of the Peace and other persons.
  • Supervises a small naturalization unit.
  • Trains new employees.
  • Organizes, develops effective work procedures.
  • Prepares requisitions for supplies.
  • Prepares clear, sound, accurate and informative reports.
  • Keeps records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in clerical work, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the United States Naturalization Laws and of their application to specific cases of court practices and procedures.
  • Knowledge of forms which are to be completed in connection with the naturalization procedures.
  • Knowledge of rules, regulations, policies and procedures relating to the issuance of exempt fireman's licenses.
  • Knowledge of procedures which are followed in taking passport applications.
  • Knowledge of preparation of clear, sound, accurate and informative reports.
  • Knowledge of keeping needed records and files.
  • Ability to analyze and interpret the laws, rules, regulations, standards, policies and procedures relating to the United States Naturalization Laws and to apply them to specific cases.
  • Ability to administer oaths.
  • Ability to supervise and work harmoniously with subordinates and deal effectively with the general public concerning naturalization.
  • Ability to issue veteran's and exempt fireman's licenses.
  • Ability to prepare clear, sound, accurate and informative reports.
  • Ability to keep records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
