Definition

Under direction, conducts inspections and investigations to enforce codes, ordinances, and standards related to the collection and disposal of refuse and litter; takes the lead over a group of Sanitation Inspectors; does other related work.

Examples of work

  • Examines refuse to determine compliance with ordinances or codes.
  • Notes significant conditions regarding refuse collection to determine improper work procedures or failure of collection firm to comply with terms of contract.
  • Explains codes and ordinances to encourage compliance, and clarify code requirements and other regulatory guidelines.
  • Investigates complaints filed by residents, collection crews and others; suggests corrective action.
  • Issue violation notices for failure to comply with codes or ordinance, or to warn of possible court action.
  • May issue violation notices for conditions that prohibit the work of refuse collection crews.
  • As part of a team, may work on special community clean up projects to eliminate refuse, litter or other unsanitary conditions.
  • Maintains records of violation notices issued.
  • May provide testimony in court.
  • Maintains essential records and files.
  • Provides instructions and assignments to subordinate employees.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

One (1) year of experience in conducting inspections in order to enforce codes, ordinances or regulations for refuse collection and disposal.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of the techniques used to investigate and resolve complaints.
  • Knowledge of the methods used to investigate violations of codes and ordinances.
  • Ability to read and interpret laws, rules and regulations and apply them to specific situations.
  • Ability to investigate and resolve complaints.
  • Ability to explain codes and ordinances.
  • Ability to establish and maintain cooperative working relationships with co-workers and community members.
  • Ability to prepare reports.
  • Ability to maintain essential records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
