Definition

Under direction, has charge of the operation of the electric generation power plant and staff; does other related work.

Examples of work

• Determines the internal organization of the power plant and develops effective work methods.
• Provides assignments and instructions and checks their work to see that proper procedures are followed.
• Supervises the operators of varied types of equipment, maintenance and repair of equipment, maintenance of buildings and grounds, and obtaining, storing, safeguarding, and use of equipment, materials and supplies.
• Supervises and coordinates the activities of staff engaged in operating and controlling electric generating equipment.
• Establishes and adjusts work procedures to meet production schedules.
• Initiates or recommends personnel actions, such as promotions, transfers or disciplinary measures.
• Designs power system facilities, supervises and coordinates construction, operation, and maintenance of electric power generating systems and equipment.
• Designs and plans layout of generating plants.
• Directs or prepares drawings and specific type of equipment and materials to be used, in construction and equipment installation.
• Estimates labor, material, construction, and equipment costs.
• Inspects completed installations for conformance with design, equipment specifications and safety standards.
• Observes operation of installation for conformance with operational standards.
• Coordinates operation and maintenance activities to ensure optimum utilization of power system facilities and meet customer demands for electrical energy.
• Supervises the operators of the varied types of equipment, the maintenance and repair of equipment, the maintenance of the building and grounds and the obtaining, storing, safeguarding and use of needed equipment, materials, and supplies.
• Prepares and supervises the preparation of reports.
• Supervises the establishment and maintenance of records and files.
• Supervises chemical testing procedures and analyses and the treatment of various types of water such as those used or found in high pressure boilers, cooling and drainage systems.
• Supervises boiler combustion operations, flue gas conditioning, chemical testing methods and reporting procedures.
• Supervises oil and coal chemical analysis processes and reviews standard chemical testing procedures.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

A bachelor's degree in electrical, mechanical or chemical engineering from an accredited college or university.

Experience

Five (5) years of experience in the operation of power plant equipment, two (2) of which shall have been in a supervisory capacity.

Knowledge, skills and abilities

• Knowledge of the problems encountered in the operation and maintenance of an electric power plant.
• Knowledge of electric power plant design, construction, operational characteristics and equipment installation.
• Knowledge of the procedures effective in managing a power plant.
• Knowledge of the methods of supervising the obtaining, storing, safeguarding and use of needed equipment, materials and supplies.
• Knowledge of supervising the establishment and maintenance of records.
• Knowledge of determining total maintenance and improvement requirements of an electric generation plant.
• Knowledge of evaluating operation and maintenance capabilities of an electric generation plant in terms of manpower and materials.
• Knowledge of budgetary requirements in order to properly operate and maintain the facility.
• Knowledge of the process involved in chemical analyses of oil and coal and chemical composition and characteristics of such products.
• Ability to evaluate use patterns of electricity and project future requirements in terms of expanding or changing consumer demands.
• Ability to gather and organize varied data, establish priorities and plan for future contingencies.
• Ability to determine the types of manpower required to operate and maintain the facility.
• Ability to evaluate employee effectiveness, identify training needs and provide formal or on-the-job instruction in electric generation functions.
• Ability to develop plans for electric power plant modernization, improvement and equipment installation.
• Ability to analyze and interpret problems that arise.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
