Definition
Under direction, supervises and performs highly responsible/technical work involved in an urban renewal program; organizes and plans assigned redevelopment tasks involving the preparation and conduct of surveys, the collection, compilation, and analysis of data, the preparation of maps, drawings, and charts, and transposition of statistical data into visual form in accord with relevant laws, rules, and regulations; does other related duties as required.
Examples of work
Plans and organizes a redevelopment service to eradicate blight under the provisions of urban renewal laws. Maintains cooperative relationships with other concerned agencies and individuals. Provides instruction and assignments to staff and provides them with advice and assistance. Supervises and performs the highly responsible/technical work involved in land use surveys and in quality of housing surveys and analyses of resulting data. Presents data to superiors and/or various concerned public agencies. May assist in scheduling acquisition of land for urban renewal purposes. Prepares reports. Supervises the establishment and maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the philosophy and principles of urban renewal activities. Knowledge of the problems involved in urban renewal work. Knowledge of the methods used to collect and analyze data. Ability to plan and organize a redevelopment service to eradicate blight under provisions of Title 1 of the Urban Renewal Act. Ability to supervise staff and provide them with needed advice/assistance. Ability to maintain cooperative relationships with other concerned agencies and individuals. Ability to interpret laws, rules and regulations, and supply them to specific situations. Ability to prepare comprehensive reports. Ability to supervise the establishment and maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in real estate development and management, in an urban renewal program, one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
