Definition
Under direction, supervises the program staff concerned withassessing the education and training needs of program participants and providing and/or making referrals to appropriate work experience and training services as a means of improving the employability of participants.
Examples of work
Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting and disciplining of subordinates. Assigns and supervises the work of subordinate personnel engaged in intake interviewing, employment needs assessment and the development of individual employability plans. Handles the more difficult determinations. Establishes training needs of staff. Monitors the operation of work experience and training programs. Supervises the evaluation of participants' progress towards employability. Supervises the counseling of participants on matters relating to training, work habits, motivation and relations with instructors or employers. Reviews and evaluates services provided to participants. Visits program sites to monitor participants' progress. Makes recommendations as to staffing needs. Sets production goals and objectives for staff. Supervises the establishment and maintenance of records and files. Prepares reports and correspondence containing findings, conclusions and recommendations. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of concepts, methods, and procedures involved in ascertaining vocational needs of individuals. Knowledge of principles of vocational counseling. Knowledge of the methods used to analyze information. Knowledge of the resources provided by public and private agencies which assist job applicants in securing work or training. Ability to evaluate recommendations of assigned staff, give them assignments, instructions, and supervise their work. Ability to establish and maintain cooperative working relationships with those interested or involved with the work of the program. Ability to analyze and determine work to be accomplished. Ability to prepare sound and accurate reports containing findings, conclusions and recommendations. Ability to supervise the establishment and maintenance of records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in assessing education and training needs and providing referrals for work experience and training services, or in providing manpower development and training, job placement, education or vocational counseling, or a combination thereof, one (1) year of which shall have been in a in a lead worker capacity. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a in a lead worker capacity. OR Possession of a Master's degree in Psychology, Education, Social Work, Counseling, or related fields from an accredited college or university; and two (2) year of the above-mentioned professional experience, one (1) year of which shall have been in a in a lead worker capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
