Definition
Under direction plans, organizes, directs, and supervises work involved in the modernization and renovation of public housing units; does other related duties as required.
Examples of work
Directs, plans, and organizes the renovation/modernization of public housing units. Reviews blueprints for proposed modernization/renovation of housing units submitted by architects and engineers. Directs cost estimate preparation for renovations in accord with prescribed guidelines. Issues material list requisitions to the purchasing department for acquisition/purchase of said materials. Before receipt of materials at specified project, analyzes and determines the human resources needed to do the work and requests same through the personnel department. Notifies management officials and tenant association representatives when work will start. As labor and material funds are expended, maintains records to ensure budget adherence. Informs the finance department of additional approved funding requests when necessary. Supervises modernization unit staff. Schedules work to be done. Prepares work progress reports and coordinates planning/scheduling of work to be done. Makes field surveys relating to proposed work items. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of problems, procedures, and methods used in inspecting, analyzing, and determining the repair/maintenance work to be done and materials needed. Knowledge of problems involved in establishing, maintaining, and developing effective work procedures. Knowledge of methods used in obtaining, storing, safeguarding, distributing, and purchasing needed equipment, materials, and supplies. Knowledge of methods used in maintaining records. Ability to work harmoniously with associates, superiors, and others. Ability to give assignments and instructions to staff. Ability to prepare clear, sound, accurate, informative reports containing findings, conclusions, and recommendations. Ability to supervise the establishment/maintenance of records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the management of real estate or public housing projects, or in the building construction structural trades field, five (5) years of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
