Principal Planner Environmental is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Definition
Under direction, performs highly technical environmental planning work involved in preparing and conducting surveys and investigations, collecting, compiling and analyzing data, drawing and drafting maps and charts and interpreting and transposing statistical data into visual form; does other related duties.
Examples of work
Leads a specific phase or phases of environmental studies. Prepares environmental impact statements. Provide guidance and instruction to lower-grade planners and technical staff and reviews their work. Conducts studies and surveys involving ecology and the environmental. Prepares statistical and other reports. Maintains records, files, maps, plans and charts. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the methods used to prepare maps, charts and other graphic presentations. Ability to collect and analyze data. Ability to assess the environmental impact of planning projects. Ability to conduct studies and surveys. Ability to maintain records and files. Ability to prepare reports. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in environmental planning, including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in planning from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a current and valid license as a Professional Planner in New Jersey issued by the State Board of Professional Planners; and three (3) years of the above-mentioned professional experience. OR Possession of a current and valid credential as a Certified Planner issued by the American Institute of Certified Planners (AICP); and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
