Examples of work
- Organizes, develops, directs, integrates and coordinates all financial matters in accordance with policies and procedures as outlined by the Department of Housing and Urban Renewal.
- This includes the preparation and administration of the operating budget, financial reports and statements, insurance data, bonds, payrolls, financial matters relating to management of Public Housing, all phases of personnel including policies affecting hiring, firing, positions, classifications, wages and salary analysis, labor and employee relations and related areas.
- Oversees the operation of the purchasing unit including establishing procedures, reviewing bids, the operation of the central store room and related areas of administrative concern.
- Directs the establishment and maintenance of necessary records and files.
- <b>REQUIREMENTS
- EDUCATION</b>
- Graduation from a four year course at an accredited college or university with a major course of study in auditing, accounting, business or public administration.
Experience
Five years of supervisory accounting experience involving the design, installation, operation and/or auditing of extensive financial records.
<b>KNOWLEDGE</b>
Thorough knowledge of accounting principles and techniques.
Of the laws, rules, and regulations covering the installation, operation and auditing of accounts showing assets, revenues and disbursements.
Of the form, content and preparation of varied types of balance sheets and supporting schedules.
Of the procedures used in discovering errors and discrepancies.
Of the preparation of financial statements from extensive and involved financial data.
Of accounting reports containing findings, conclusions and recommendations.
The content, application and accepted interpretation of Title 11, 40, and other pertinent revised statutes of the state of New Jersey that concern public personnel administration.
Of the theory, practices, procedures and techniques of modern labor relations.
Of laws, rules and regulations effecting purchasing.
Of the accepted procedures used in making large scale purchases.
<b>ABILITIES</b>
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or Braille.
To analyze laws, rules, and regulations relating to financial procedures, personnel administration, labor relations and purchasing.
To apply them to specific cases.
To give suitable assignments and instructions and to direct the establishment and maintenance of suitable records and files.
