Assistant Chief Inspector, Mosquito Extermination is a local service title. Definition
Under direction, assists in supervising and works with a group of workers engaged in conducting field inspections in order to locate and identify mosquito breeding areas; does related work as required.
DISTINGUISHING CHARACTERISTICS
Positions in this class are those in which the responsibility for supervising the inspection activities is shared between the Chief Inspector and the assistant who aides the chief in all phases of the inspection work.
In the absence of the chief inspector, the assistant assumes all of his duties, responsibilities and authority. The decisions and directives issued by the Assistant carry the same "weight" and have the same authority as though made by the chief.
In order to be classified in this catagory, the position must involve assisting in the supervision of at least three or more employees on a regular and recurring basis, must occupy a significant or substantial portion of the employee's working time and must not be infrequent, incidental, emergency, or temporary in nature.
A substantial portion of the employee's time includes assisting in directing and guiding subordinates in the performance of their duties, assisting in coordinating the work of the unit, instructing new employees in the performance of their duties and reviewing and evaluating the work performance of subordinates.
The employees in this class may perform duties representative of those performed by subordinates, but the performance of such duties does not encompass the majority of the employee's time and is merely an adjunct to the supervisory responsibilities.
Examples of work
- Assists in coordinating and supervising the day to day activities involved in the inspection of mosquitos in their hiding or breeding areas; for example, ditches, private roads, or other similar areas where stagnant water exists in order to site evidence of their presence.
- Answers complaints and inquiries from the public, by giving out basic information on government extermination efforts, mosquito breeding habits, and other related topics.
- May apply and/or supervise the application of approved chemicals and biological controls using protective clothing such as gloves, face masks, goggles, respirators, etc., according to specific manufacturer's directions
- May apply and/or supervise the selection and application of different chemicals in designated areas according to appropriate methods and techniques using manual or power equipment such as pressurized spray pumps.
- May weigh, measure, and mix chemicals and mediums according to specific directions in order to prepare commonly used insecticides for insects such as mosquitos.
- Assists the Chief in determining all inspection routes and reviewing all inspection reports and making appropriate changes in the routes and extermination activities.
- May be responsible for performing all mosquito identification and survey activities.
- Based on identification and survey results, decides the equipment and insecticides to be used.
- Assists in supervising the chemical extermination of mosquito larve and adult mosquitos.
- Assists in supervising stream clearance projects and meadowland and river dredging activities.
- Assists in handling first level disciplinary problems.
- Keeps needed records and files on identification and extermination activities.
- Prepares necessary reports.
Experience
Three (3) years of experience in mosquito extermination work, one (1) of which shall have been in a supervisory capacity.
License
Possession of a current and valid certificate as a commercial pesticide applicator or a commercial pesticide operator issued by the New Jersey Department of Environmental Protection may be required.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the methods used in applying insecticides and other materials used in the extermination and control of mosquitos.
- Knowledge of surface water and the problems of drainage as they relate to mosquito control work.
- Knowledge of mosquitos including their basic physical characterisitcs in various stages of development, habits, living, or breeding patterns, and their breeding areas.
- Knowledge of the characteristics and purposes of commonly used insecticides and to select the appropriate ones.
- Knowledge of the methods and problems involved in coordinating and supervising a mosquito extermination and control program.
- Ability to carry out and supervise a mosquito inspection program.
- Ability to give suitable assignments, instructions, and training to subordinates and supervise their work.
- Ability and skill to weigh, measure, and mix chemicals and mediums according to specific directions.
- Ability and skill to cover breeding areas with chemicals while avoiding contamination to food and water sources and danger to people.
- Ability and skill to use manual or power spraying and fumigating equipment.
- Ability and skill in carrying out inspection to detect areas needing spraying and fumigation.
- Ability to take and maintain a firm and correct stand when required.
- Ability to work harmoniously with associates and others concerned with mosquito control and extermination.
- Ability to prepare clear, sound, accurate, and informative reports and the maintenance of needed records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
