Definition

Under direction, is responsible for overseeing and coordinating safety, operational, occupational, environmental/pollution aspects of airport operations and procedures; does other related duties.

Examples of work

• Ensures that airport staff and tenants receive all training necessitated by applicable federal/state regulations including but not limited to Federal Aviation Regulations.
• Develops and conducts training sessions.
• Responsible for and conducts airfield inspections as specified in Federal Aviation Regulations, determines conditions which may make the airfield unsafe, and initiating corrective action including closing unsafe portions of the airfield until the discrepancy is corrected (includes inspection of fueling facilities and vehicles, parking lots, and passenger terminal.
• Responsible for monitoring all airport facilities for security purposes.
• Requests law enforcement response for any observed trespass or illegal activities.
• Advises tenants or airport users when they are in violation of airport rules/regulations and attempts to diplomatically ensure compliance.
• Ensures that the airport continues operations in compliance with applicable federal/state regulations.
• Acts as point of contact between airport and outside agencies involving airfield operations such as law enforcement agencies, local fire departments, emergency medical services, contractors, and the FAA.
• Ensures maintenance of required operations, emergency, and safety/security plans to comply with FAA regulations, and maintains documentation of annual mandated table top and full scale drills.
• Ensures that construction contractors operate in compliance with local regulations.
• Responds to maintenance concerns for determination of federal compliance issues or to escort/monitor contractors, and determines urgency/priority of maintenance concerns.
• Responds to unusual airfield events and resolves problems or contacts airport management, and coordinates resources utilized.
• Oversees the airport inspection program.
• Issues NOTAMS (notice to airmen) when conditions not meeting FAA requirements exist.
• Oversees the safety aspects of airport operations.
• Recommends needed changes and enforces existing rules/regulations regarding aviation safety within the airport's facilities.
• Trains staff on safety procedures and on operations/procedures of the airport.
• Conducts seminars on safety related subjects.
• Provides information to the public and coordinates aircraft accident prevention seminars and pilot clinics.
• Inspects runways, taxiways, ramp parking, and other airport facilities and reports irregularities to proper agencies.
• Ensures that navigational aids are working properly and meet established regulations.
• Serves as liaison with local/state/federal agencies concerning airport safety.
• Responsible for posting required notices for local/state/federal agencies.
• Coordinates safety/security aspects concerning the airport with local police, fire, and emergency units.
• Maintains records of daily airport operations/activities.
• Prepares correspondence and reports.
• Directs the establishment and maintenance of records and files.
• Issues field condition reports to airport tenants/users.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in airport operations or protective service and safety activities intended to provide assistance, protection, and safety for persons and property, or aircraft rescue and firefighting.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of airport operations, federal aviation regulations, fire protection and rescue services, and emergency response procedures.
• Knowledge of state/federal laws and regulations concerning operations/activities of airports.
• Knowledge of methods of planning and developing a safety and accident prevention program.
• Knowledge of factors causing hazardous and potentially dangerous working conditions and of the safety precautions to be exercised and measures to be taken to alleviate such conditions.
• Knowledge of problems involved in safeguarding buildings, grounds, and properties covering a considerable area of space, procedures used in dealing with such problems, keeping of records, and making reports of conditions noted and actions taken.
• Ability to understand, remember, and carry out oral and written directions.
• Ability to comprehend, analyze, interpret, and apply to specific situations laws, local ordinances, rules, and regulations.
• Ability to work harmoniously with associates and supervisors.

• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
