Definition
Under direction, assists with planning, development, and administration of a designated portion of the employee development training program; does other related duties as required.
Examples of work
When the employee development training program has been established and approved, takes the lead in an assigned phase of training activity. Visits several offices and subunits of the department or agency, and discusses with administrative officials their varied operating problems with a view toward training of employees. Gives assignments and instructions to employees of the unit and others and supervises the performance of their work. Reviews training plans. May assist in coordination of and oversees the conduct of training programs and may personally give orientation, inservice, refresher, and other courses. Observes training courses and provides advice and assistance to those conducting such courses to achieve desired objectives. Supervises and participates in preparation of procedures, schedules, training outlines, manuals, guides, and materials for implementation of the program. Keeps current with changes in legislation and regulations, policies, and procedures which may effect department or agency programs and responsibilities and, where required, makes revisions in training courses and materials. Keeps in touch with current literature in the field of personnel administration and employee training, and reviews training methods used by other government departments and agencies and by business and industry. Drafts correspondence. May prepare statistical and other reports of training matters containing findings, conclusions, and recommendations. Supervises the maintenance of records and files. May establish evaluation procedures to determine progress of participants and effectiveness of the training program. May provide consultation to staff for the purpose of planning and development of training programs. Schedules staff training programs and keeps records of participants' performance and evaluation. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of programs, responsibilities, standards, procedures, organization, rules, regulations, and administrative problems in the department or agency after a period of training. Knowledge of the principles, methods, tools, and techniques of moderd personnel administration and their application in specific situations. Knowledge of problems likely to arise in supervising studies and surveys of operating procedures and methods to determine employee deficiencies. Knowledge of principles, methods, and problems involved in planning, organization, and conducting of training courses. Knowledge of teaching principles, methods, tools, and techniques, and their application to training programs and of the learning process. Knowledge of principles and techniques of conducting on-the-job training. Ability to understand and apply the programs, responsibilities, standards, procedures, organization, rules and regulations of the department or agency to specific job related situations. Ability to organize assigned technical and supervisory work, analyze actual and potential training problems, and develop effective work methods. Ability to assign, instruct, and supervise employees of the training unit. Ability to analyze and evaluate education and training needs and in accord with such needs to evaluate and develop curricula, instructional methods, techniques, devices, and aids. Ability to assist in the formulation of training plans and prepare training manuals and other related material. Ability to plan and supervise the conduct of analytical studies and surveys designed to locate weakness in operating procedures and the need for employee training. Ability to analyze and interpret basic law and regulations. Ability to formulate tentative training plans and projects. Ability to supervise and participate in the preparation of training outlines, manuals, and other related materials. Ability to give advice and assistance to department or agency administrative employees concerning the need for specific kinds of employee training, approved training plans, proper training techniques, and the effective use of available training materials. Ability to keep current with literature, trends of thought, new developments in personnel administration, and with changes in legislation which may have an effect upon recruitment and the work of the department or agency and its several units, and on the utilization of employees. Ability to establish cooperative working relationships with department or agency administrative and supervisory officials. Ability to work harmoniously with associates, superior officials, and employees, and with those persons interest in or concerned with the inservice and other training work of the department or agency. Ability to draft correspondence. Ability to prepare clear, sound, accurate, and informative statistical and other reports of training activities containing findings, conclusions, and recommendations. Ability to supervise the maintenance of essential training records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in work involved in the planning and carrying out of training programs of varied types such as employee training, adult education, and/or group education; or teaching in elementary school through college which shall have included curriculum development and/or organization of learning programs; or combination thereof. OR Possession of a bachelor's degree from an accredited college or university, and two (2) years of the above-mentioned professional experience. OR Possession of a Master's degree in Education or a related field, and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
