Hearing Officer, Rent Regulation is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments. Examples of work
- Conducts hearings in the presence of landlords, tenants, and their agents for the purpose of recommending Hardship Rental Increase applications for approval.
- Advises landlords in the proper preparation of the hardship application.
- Prior to the hearing, researches each application to make sure that all claims are properly substantiated.
- Prepares recommendation reports after each hearing to the rent regulation board which includes the landlord's claims, the finding of facts, conclusions, and recommendations as to the rental increase permitted pursuant to the jurisdiction's Rent Leveling Ordinance.
- Researches laws, regulations, policies, and precedent decisions to prepare for appeal hearing.
- Schedules hearing, issues subpoenas, counsels parties, and administers oaths to prepare for formal hearing.
- Conducts hearing to obtain information and evidence relative to disposition of appeal.
- Questions witnesses and rules on exceptions, motions, and admissibility of evidence.
- Analyzes evidence and applicable law, regulations, policy, and precedent decisions to determine appropriate and permissible conclusions.
- Prepares written decision.
- Plans, organizes, and assigns work of the organization unit and evaluates employee performance conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees.
- <b>REQUIREMENTS
- EXPERIENCE:</b>
- Two years of experience in work involving the appraisal and/or assessment of real estate or in the buying, selling, and rental of real estate for clients or in the management of housing development complex or as a real estate developer.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the polices, procedures, and local regulations relative to the control of rents.
- Knowledge of the methods used to gather and analyze data.
- Knowledge of the procedures for determining the value of real estate and cost factors involved in maintaining such property in a condition suitable for human habitation.
- Ability to organize assigned work and develop effective work methods.
- Ability to analyze and interpret the laws, rules, regulations, policy, and procedures relating to the rent control laws and apply them to specific cases.
- Ability to determine an equitable return to landlord on real property investment.
- Ability to prepare clear, accurate, and informative reports containing findings, conclusions, and recommendations.
- Ability to conduct public hearings and collect, analyze, and evaluate information pertaining to request for capital improvements, hardship cases, and exemption relief sought by landlords.
- Ability to read, write, speak, understand or communication in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or Braille.
