Definition
Under direction, plans develops, and coordinates air pollution control programs in accordance with the County Environmental Health Plan as approved by the New Jersey State Department of Environment Protection; does related work as required.
Examples of work
- Participates in the planning, development, and evaluation of policies and programs pertaining to the control of air pollution.
- Coordinates the air pollution control activities of contracting municipalities.
- Explains the significance of planning and developing air pollution control policies and programs to contracting municipalities.
- In conjunction with local health authorities, evaluates the air pollution control needs and resources of contracting municipalities.
- Assists municipalities in planning and developing air pollution control programs to meet their needs.
- Assigns and supervises the work of subordinate personnel engaged in the enforcement of air pollution control laws, regulations, and ordinances.
- Supervises the inspection of air pollution sources.
- Promotes and evaluates local air pollution ordinances and recommends necessary revisions.
- Determines air pollution problems by conducting surveys and analyzing the data obtained.
- Establishes and maintains cooperative working relationships with municipalities and others.
- Attends meetings and explains the purpose and function of the air pollution control program.
- Prepares reports.
- Prepares annual budget for the air pollution control program.
- Cooperates with the State Department of Health and Senior Services and the Department of Environmental Protection in the collection of data and information sharing.
- Implements an air pollution control program in accordance with the County Environmental Health Plan.
- Prepares applications for funding from the Federal Environmental Protection Agency and the New Jersey Department of Environmental Protection for air pollution control program.
- Establishes and maintains records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Possession of a bachelor's degree from an accredited college or university with a major course of study in the physical, chemical, biological or environmental sciences or environmental engineering.
Experience
Five (5) years of experience in air pollution control work, two (2) of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position .
Knowledge, skills and abilities
- Knowledge of the principles of environmental protection, administration, air pollution control principles and techniques, and the techniques involved in the enforcement of air pollution laws.
- Knowledge of the sources, travel scope and effects of air pollutants.
- Knowledge of the New Jersey laws and rules and regulations of the Department of Environmental Protection relating to air pollution control and of specific policies, standards, and procedures used in making them effective.
- Knowledge of the chemical, mechanical, electrical, and electronic devices used in air pollution control.
- Knowledge of the principles and techniques used to evaluate program activities.
- Knowledge of the problems and techniques involved in the control of industrial wastes, including chemical and other treatments designed to reduce air pollution.
- Knowledge of supervisory principles and techniques.
- Ability to plan, organize, delegate, and control air pollution program activities.
- Ability to discuss and explain the effects of air contaminants on health, comfort, well-being and property.
- Ability to organize assigned technical and supervisory work, analyze technical problems and develop effective work methods.
- Ability to read and interpret laws, rules and regulations relating to air pollution.
- Ability to plan and supervise field surveys for the determination of air pollution.
- Ability to establish and maintain cooperative working relationships with coworkers and others involved in the work of the unit.
- Ability to compose correspondence.
- Ability to maintain records and files.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
