Definition
Under direction of a supervisory official, plans, develops, and coordinates a water pollution control program that includes potable, recreational, ground water, surface water, and other state waters (lakes, streams, ponds, etc.) in accordance with environmental rules and regulations; does related duties as required.
Examples of work
- Participates in the planning, development, and evaluation of policies and programs pertaining to water pollution.
- Coordinates the water pollution control program of contracting communities in accordance with environmental rules and regulations.
- Explains the significance of planning and developing water pollution control programs to contracting municipalities.
- Evaluates the water pollution control needs and resources of contracting municipalities, and assists them in planning and developing programs to meet their needs, in conjunction with local health authorities.
- Assigns and supervises the work of staff engaged in the enforcement of water pollution control laws, regulations, and ordinances.
- Supervises the inspection of water pollution problems to ensure compliance with applicable laws, regulations, or ordinances.
- Evaluates local ordinances and regulations applicable to water pollution control and recommends necessary revisions.
- Determines local and county water pollution problems by conducting surveys and analyzing the data obtained.
- Establishes and maintains cooperative working relationships with those interested or involved with the work of the program.
- Cooperates and shares data with state and local government agencies and other groups pertaining to water pollution control.
- Trains personnel in the techniques of securing and transporting of water samples.
- Reviews and analyzes laboratory results of water samples.
- Recommends solutions in solving water pollution problems.
- Maintains all equipment related to the water pollution control program.
- Prepares reports containing findings, conclusions, and recommendations.
- Establishes and maintains records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in one of the physical, chemical, biological or environmental sciences or environmental engineering.
Experience
Five (5) years of experience in water pollution control work, two (2) of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the principles of water resource control, allocation of water supplies, derivation, treatment, and distribution of public water supplies.
- Knowledge of the technical methods used to treat industrial wastewater.
- Knowledge of sewage treatment plant operations.
- Ability to organize assigned work and develop effective work methods.
- Ability to analyze and interpret laws, rules, and regulations and apply them to specific situations.
- Ability to conduct and supervise field surveys, studies, investigations, and inspections.
- Ability to establish and maintain cooperative working relationships with those involved with the work of the program.
- Ability to prepare clear, technically sound, accurate, and factual reports containing findings, conclusions, and recommendations.
- Ability to acquire knowledge of the surface and sub-surface natural wastes of the county, including their respective safe yields, the county's current and estimated future water needs, water supply/demand problems, and the relationship of water quality as it relates to the respective resources.
- Ability to assign, train, instruct, and supervise staff.
- Ability to keep current with technical advances in the field of hydrology, hydraulics, well-drilling and water supply, and the principles and practices of modern water supply, water allocation, and conservation.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
