Definition

Under direction organizes, develops, and directs the operation of an Intoxicated Driver Resource Center which serves as a Community Treatment Referral Center and/or itself provides for evaluation/treatment for drivers convicted of operating motor vehicles under the influence of intoxicating liquor or drugs; monitors said persons for compliance with court-ordered alcoholism or drug treatment or alternative or community service; does other related duties as required.

Examples of work

  • Directs daily activities of an Intoxicated Driver Resource Center.
  • Establishes a work schedule and assists in evaluation of clients.
  • Supervises and schedules client treatment referrals.
  • Establishes and maintains a client tracking/reporting system.
  • Establishes and maintains a liaison and working relationship with other agencies including, but not limited to, the Division of Addiction Services, NJ Department of Health and Senior Services, detention centers, municipal courts, Division of Motor Vehicles, alcoholism/drug treatment agencies, jails, and so forth pertaining to intoxicated driver programs and related matters.
  • Develops and implements programs of counseling/education in the area of alcohol and drug abuse.
  • Provides instruction and supervision to staff members.
  • Reviews and analyzes current laws/rules/regulations and recommends guidelines, standards, and information references applicable to clients with alcohol/drug problems and the functioning of an Intoxicated Driver Resource Center.
  • Creates and maintains effective public relations with the general public, community groups, and other agencies.
  • Compiles data and develops grant applications for various projects funded by the federal government in the area of intoxicated drivers.
  • Defines and monitors contract compliance obligations.
  • Prepares and submits annual operating budget for approval.
  • Directs establishment and maintenance of records and files.
  • Prepares correspondence and memoranda in conjunction with this work.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in the treatment of alcoholism..

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of local/state/federal laws and regulations concerning alcohol abuse and alcoholism.
  • Knowledge of techniques used in administration of records.
  • Knowledge of psychological and social problems of alcoholic and drug dependent persons.
  • Knowledge of effects of alcohol and drugs on the body and human behavior.
  • Knowledge of techniques used to collect/analyze factual information on clients to draw sound conclusions for appropriate actions and client relations.
  • Knowledge of problems involved in dealing constructively with personality disorders, social behavior, and social relationships caused by dependency on alcohol or drugs.
  • Ability to organize assigned work, analyze problems, and develop effective work methods.
  • Ability to give proper assignment and instruction to counselors and other staff, and supervise performance of their work.
  • Ability to make effective use of available funds, personnel, equipment, materials, supplies, and space.
  • Ability to conduct presentations before professional and community groups, and the general public concerning problems/programs in the alcoholism field.
  • Ability to prepare clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations.
  • Ability to supervise the establishment and maintenance of records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
