Definition
Under direction, participates in the planning, development, promotion, and implementation of programs to meet the social service needs of the elderly; does other related duties.
Examples of work
Conducts surveys to identify the social service and other needs of the elderly population in the community or evaluate existing services. Coordinates activities between community groups and public and private agencies, to develop, maintain, and/or expand social service projects for the elderly. Meets with concerned groups identify needs and potential solutions. Collects and analyzes data to evaluate the feasibility of new and supplementary programs. Participates in the planning of programs designed to meet the needs of the elderly. Analyzes data and participates in preparing program proposals. Identifies sponsoring organizations and assists in the design and preparation of proposals for funding programs. Reviews and evaluates funding proposals. Evaluates project proposals for grant funds to determine compliance with federal, state, and/or local requirements and project feasibility. Negotiates preliminary grant and contract terms for program development funding agencies. Negotiates contractual arrangements with community based organizations receiving federal or state funds. Participates in the development of special training programs for individuals working with older adults. Establishes and maintains cooperative working relationships with staff and other agencies to implement social service programs. Represents the agency at meetings and conferences. Prepares correspondence and reports. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position.
Knowledge, skills and abilities
Knowledge of program development and assessment techniques. Knowledge of current programs offered by foundations and private organizations for community projects in aging. Knowledge of methods used to conduct research and review and analyze data. Knowledge of the socioeconomic needs of the elderly. Ability to identify the social service needs of the elderly. Ability to evaluate community resources. Ability to assist in the preparation of detailed federal grants applications. Ability to interpret and apply laws, rules, and regulations. Ability to provide advice and technical assistance. Ability to establish and maintain cooperative working relationships with community groups and agencies. Ability to conduct research and collect and analyze data. Ability to prepare correspondence and reports. Ability to maintain records and files. Ability to plan, develop and implement programs designed to meet the social service needs of the elderly. Ability to review and evaluate funding proposals. Ability to negotiate contractual agreements. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience in the development of programs designed to address the socioeconomic needs of the elderly which shall have involved responsibility for research, negotiation, and/or writing program proposals. OR Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience. OR Possession of a master's degree in the field of gerontology or social gerontology. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
