WATER REPAIRER 3

Definition

Assists in supervising and functions as a lead worker over a group of employees engaged in the installation, maintenance, and repair of pipes, valves, pumps, hydrants, and other water service equipment; does other related duties as required.

Examples of work

• May supervise workers engaged in the repair and maintenance of water pipes, mains, valves, and hydrants.
• May supervise the tapping of water mains to the size required by fitting needed sleeves and properly setting the valves.
• May supervise and takes the lead in making routine and complex repairs of broken hydrants.
• May supervise the disassembling and reassembling of fire hydrants, removing defective parts, and installing new parts.
• May supervise the replacement of water valves.
• Operates air compressors.
• May direct the opening of streets to locate defective water pipes and mains and the installation of new pipes.
• May supervise the closing of street excavations after repairs have been completed.
• Maintains working safety precautions and use of proper procedures to protect the public from injury which would result from crew repair activities.
• May supervise or measure in the field the locations of valves and other water system appurtenances, and plots and inks additions and corrections to water distribution system maps.
• May supervise or determine the presence and location of leaks, using a mechanical or electronic device.
• May supervise or perform routine drafting and tracing work relating to the distribution system such as plotting detailed sheets showing size and location of valves and hydrants to be installed.
• May supervise or prepare sketches of areas subject to street openings for repair work by public and private agencies indicative of the location of water fixtures.
• May supervise or act as liaison with contractors during installation of water main extensions by verifying exact location of installation and advising on needed materials such as length of pipe and type of valves and fittings.
• May supervise or coordinate in the field water system shutdowns between maintenance crews and private contractors, and determines what valves must be closed so as to cause minimum disturbance to water users.
• May supervise or determine, exercising independent judgment, whether valve can be closed and reopened without breaking and what fire hydrants should be opened to most efficiently flush the system.
• May supervise or perform mathematical computations to determine volume of water flow involving a mathematical formula based on pipe diameter and water velocity.
• May supervise or organize effective work methods in order to locate leaks or blockages in the water distribution system.
• May supervise or use appropriate devices in order to locate underground leaks.
• May supervise or inspect the plumbing in buildings in order to locate leaks due to faulty plumbing.
• May supervise or test fire hydrants with appropriate devices in order to locate leaks.
• May supervise or trace water leakage into buildings in order to determine source.
• May supervise or calibrate the inside of water main in order to determine the exact inside diameter.
• May supervise or use a Pito Rod, Pito Recorder and U Tube in order to calculate the quantity of flow in the main.
• May supervise or use a portable standard tester or the Pito Rod and U tube in order to test meters of two inches and larger sizes.
• May supervise or set up, test and adjust recording pressure gauges.
• May supervise or use proper equipment in order to locate underground water mains, various water services, curb stops, maingates, and manhole covers.
• May supervise or take the lead or do the more difficult work involved in making external and internal examinations of water valves and fire hydrants.
• May supervise or remove defective parts, install new parts, and reassemble valves and hydrants.
• May supervise or repair leaking gates and mains
• May supervise or maintain hydrants by properly packing each unit with the proper types of grease and oil.
• May supervise or work with employees engaged in various sewer repair, maintenance and cleaning activities.
• Obtains, stores, safeguards, and supervises the use of equipment, tools, materials, and supplies.
• Maintains records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of experience in the installation, repair, and maintenance of water mains, pipes, valves, hydrants, and other water service equipment and/or in the operation of water treatment plant apparatus and/or in varied plumbing work.

License

Appointees may be required to possess a valid Public Water Distribution License issued by the New Jersey Department of Environmental Protection.

The following depicts the various classes and required licenses:

W1 - 101 or more connections and less than 1501 people W2 - 1501 to people W3 - to people W4 - or more people

Knowledge, skills and abilities

• Knowledge of proper procedures used in making routine and complex repairs to water mains, pipes, and appurtenances.
• Knowledge of methods of opening and closing streets and safety precautions relating thereto.
• Knowledge of varied types of tools used in construction, maintenance, and repair of water department installations and the varied uses of these tools.
• Knowledge of methods used in keeping records.
• Knowledge of the function of a public water distribution system.
• Knowledge of processes involved in making repairs to or extending water distribution systems.
• Knowledge of types and operation of various fire hydrants.
• Knowledge of types of water service installations.
• Knowledge of operation of water pressure and flow measuring devices.
• Knowledge of methods used in preparing sketches and charts.
• Knowledge of methods used in reducing, enlarging, tracing, and lettering maps and plans.
• Knowledge of the function of a municipal water system.
• Knowledge of the equipment and processes in making inspections for water leaks.
• Knowledge of the proper methods of reading water pressure indicators.
• Knowledge of the proper procedure used in making routine repairs of valves and hydrants.
• Knowledge of various types of materials used in the construction, maintenance and repair of water distribution systems.
• Ability to assist in organizing a working crew, give them assignments and instructions, assist them when difficult and unusual problems arise, and check their work to see that proper procedures are followed, that reasonable standards of workmanship and output are observed, and that desired objectives are achieved.
• Ability to find and detect water leaks using proper equipment.
• Ability to find and detect underground water mains using proper equipment.
• Ability to work harmoniously with others.
• Ability to work for long periods in emergency situations and to remain on the job until all repairs have been made.
• Ability to assist in analyzing problems involved in construction, repair, and maintenance of water mains, pipes, valves, hydrants, and water gates and to determine an effective method of solution.
• Ability to operate an air compressor and other specialized tools and equipment.
• Ability to supervise the use of equipment, materials, and supplies.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Appointees who possess a higher level Water Distribution License than required by the facility are considered qualified.

Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
