Definition
Assists in directing the field and office work involved in the administration and enforcement of local license and/or permit ordinances, rules and regulations, and seeing that varied business premises comply with such license and/or permit ordinances, rules, and regulations; does related work as required.

- Gives suitable assignments and instructions to assigned employees.
- Visits taverns, bowling alleys, pool rooms, and other licensed premises to assure compliance with local license and/or permit ordinances, rules, and regulations.
- Receives and checks applications for taxicab, milk delivery, and other types of licenses and/or permits to be issued by the municipality.
- Determines eligibility for the issuances of licenses and/or permits.
- Sorts and files applications for issued licenses and/or permits.
- Collects proper license and/or permit fees.
- Keep books of account, thus checking the licenses and/or permits, issued against the amount of money collected.
- Prepares summons and complaints against violators of license and/or permit ordinances.
- Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
- Supervises the establishment of suitable records and files.
- Assists in conducting hearings for license violators.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Two (2) years of supervisory experience in the issuance of licenses and/or permits by a governmental agency to ascertain that valid licenses and/or permits are displayed and that such establishments are in compliance with licensing and/or permit standards.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the provisions of the municipal and county rules, regulations, policies, procedures, ordinances, and statutes, relating to varied types of licenses and/or permits.
- Knowledge of the problems involved in organizing work and developing effective work methods both in the field and in the office.
- Knowledge of the procedures to be followed and of the precautions to be taken in observing and collecting facts which are significant in determining whether laws are being observed.
- Knowledge of modern office practices and procedures, and of the establishment and maintenance of needed records and files.
- Knowledge of effective supervisory principles and techniques.
- Ability to analyze, comprehend, and interpret the provisions of the municipal and county rules and regulations, policies, procedures, ordinances, and statutes relating to varied types of licenses and to apply them to specific cases.
- Ability to note significant conditions and to take proper action when action is called for in accordance with prescribed procedures.
- Ability to make accurate observations of records and conditions and abstract and note those things which are significant.
- Ability to make inspections without giving unnecessary offense.
- Ability to take and maintain a firm and correct stand when controversial matters are considered. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
- Ability to give suitable assignments and instructions.
- Ability to supervise the establishment of suitable records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
