Definition
Under direction, supervises a group of employees engaged in reviewing information, interviewing and/or investigating tenants and other participants to determine eligibility for public housing or housing assistance programs; and/or apprises them of regulations affecting their rights and obligations as tenants; does other related duties.

- Provides suggestions and recommendations for lease changes.
- Provides training, guidance and supervision to Housing Assistance Technicians.
- Prepares reports and correspondence.
- Supervises the maintenance of tenants' lists.
- Supervises the review of payment vouchers for rent subsidies.
- Supervises the maintenance of records for rental payments.
- Maintains a listing of social service agencies for program participants.
- Assigns work to staff.
- Supervises the staff involved in providing assistance to program participants.
- Coordinates with other agencies providing social services to program participants.
- Supervises staff involved in eligibility review and determinations.
- Supervises the enrollment of landlords in the program.
- May conduct home or office visits as required.
- Supervises the investigation of complaints received from program participants or landlords.
- Determines the method of approach to be used by staff in dealing with program participants and furnishes them with needed advice and instruction.
- Supervises the mediation of disputes between landlords and tenants.
- Resolves problems encountered by subordinates.
- Provides advice and guidance to tenants unable to meet their payment obligations; refers them to other assistance agencies as necessary.
- Reviews contract agreement between tenants and landlords.
- Authorize payment to program participants
- Maintains listings of available rental properties, space, applicants, and assistance program participants.
- Provides tenants and landlords with information pertaining to rent regulation ordinances, and other laws and regulations affecting their rights and obligations.
- Contacts various sources to obtain verification of information provided by applicant or participant.
- Determines eligibility for housing assistance, participation in program, and/or entitlement for financial aid.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Three (3) years of experience in a public or private housing assistance program helping individuals and families in obtaining suitable housing accommodations and/or in determining their eligibility or qualifications for rent subsidy, home improvement loans, home mortgage, or other forms of housing assistance.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of housing assistance programs designed to meet the needs of the disabled and handicapped.
- Knowledge of the factors to be considered in making eligibility determinations for housing assistance.
- Knowledge of applicable housing laws for residential rental units including residential landlord/tenant laws and relocation laws.
- Knowledge of the procedures necessary to apply for rental assistance.
- Knowledge of the methods used to obtain information on the varied social and community services required for the client population served.
- Knowledge of supervisory techniques.
- Knowledge of the problems encountered in assisting low-income families in acquiring suitable housing accommodations.
- Knowledge of the varied problems encountered by clients in need of housing assistance services.
- Knowledge of procedures involving rent adjustment, tenant relocation, leasing agreements and habitability standards.
- Ability to read and interpret regulations concerning eligibility requirements and apply them to specific situations.
- Ability to evaluate the financial and social data necessary to make eligibility determinations.
- Ability to provide guidance and assistance to clients.
- Ability to communicate effectively with various kinds of people.
- Ability to prepare reports and correspondence.
- Ability to provide assignments and instruction to staff and supervise their work performance.
- Ability to review and evaluate eligibility documentation.
- Ability to establish and maintain cooperative working relationships with clients, subordinates and others whose work impacts on agency programs.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
