Definition
Under direction, performs the more difficult environmental engineering work involved in designing, constructing, modifying, improving, planning, operating and/or maintaining facilities to solve or alleviate environmental problems; does related work as required.
Examples of work
- Performs the more difficult environmental engineering work involved in designing, constructing, modifying, improving, planning, operating and/or maintaining facilities to solve or alleviate environmental problems
- Investigates physical phenomena to plan and develop engineering programs and methods to conserve natural resources and prevent, abate, or control pollution of the environment.
- Represents the agency in special assignments or attends meetings.
- Reviews construction problems or over expenditures when assigned.
- Assists or inspects sites to ascertain design or compliance problems.
- Coordinates and plans work for construction, planning, or contractor use.
- Reviews costs and may review plans designed to meet federal guidelines, rules, or regulations.
- Acts as liaison to contracted consulting firms and coordinates contracted construction activities.
- May review subcontractor proposals or plans dealing with somewhat complex environmental issues.
- Provides interpretation of rules, regulations, and policies concerning air, noise, or water pollution control within the scope of assigned activities.
- Independently prepares layout and detail drawings from implied instruction.
- Visits facility or construction sites to obtain information on environmental factors or conditions of existing facilities or systems, taking measurements and calculating flows, measuring plum density, and sizing particulates.
- Provides guidance and assistance to subordinates in the performance of their work.
- Prepares clear, sound, accurate and informative reports containing findings, conclusions, and recommendations.
- Drafts correspondence pertaining to engineering programs and activities
- Maintains essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Requirements
Possession of a Bachelor's degree from an accredited college or university with a major course of study in civil, sanitary, environmental, chemical, or mechanical engineering.
Experience
One year of experience in a public agency or private industry where environmental engineering concerns were addressed on a daily basis in the areas of noise, air, or water pollution control.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the practices and principles involved in the field of air, noise, and water pollution control.
- Knowledge of the methods and procedures of laboratory testing related to air, noise, and water pollution control.
- Knowledge of chemistry, biological sciences, and public health as they relate to environmental matters.
- Knowledge of state and federal regulations as they relate to environmental issues.
- Ability to delegate or formulate advise and resolve difficult engineering problems.
- Ability to make field visits and inspections and prepare reports thereon.
- Ability to communicate and effectively represent the agency to the public, subcontractors, or the agency itself.
- Ability to develop effective work methods independently and to make sound judgments.
- Ability to apply standard engineering practices, principles, methods, and techniques to perform complex environmental engineering designs such as the preparation of layout and detailed drawings.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or Braille.

Note
Possession of a professional engineer's license or an engineer-in-training certificate issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the college degree.
