Definition

Under direction of a Superintendent, County Mosquito Extermination Commission or Control Agency, meets with representatives of state, county, or local governments to review and/or prepare plans for elimination of drainage problems that may impact on mosquito breeding grounds; recommends most effective type of system or structure for project; supervises employees involved in the construction and maintenance of structures designed to control mosquitos in water management areas; inspects mosquito breeding areas to determine best method of extermination; does related work as required.

Examples of work

  • Meets with various state, county, or local planning officials prior to the approval phase for new development as the representative from the Mosquito Control Commission or Agency.
  • Discusses prevention initiatives with officials concerning potential mosquito breeding areas within the area to be developed.
  • Reviews site plans or subdivision application reports prior to development for determination of areas that may have drainage problems, such as wet lands, or slow percolation rate to prevent mosquito breeding.
  • Examines documents for adherence to federal, state, county, or local applicable laws and regulations for mosquito control water management.
  • Recommends changes to site plans that would alleviate or prevent accumulation of standing water that breeds mosquitos in existing developments or in developing areas.
  • Prepares water management project proposals for mosquito control.
  • Recommends to superintendent solutions to control mosquito growth using current water management methods or by implementing new technological advances.
  • Prepares sketches and plans of mosquito growth areas.
  • Prepares site plan or subdivision application reports concerning proper drainage of standing water to prevent mosquito breeding.
  • Completes federal and state permits for mosquito control water management.
  • Obtains right of entry agreements from property owners.
  • Supervises employees in the installation, construction, and maintenance of mosquito control water management structure such as detention basins, ponds, swales, culverts, or drainage ditches.
  • Inspects mosquito breeding grounds in fresh water wetlands and salt marsh areas.
  • Determines most effective mosquito control solution such as construction of detention basins, ponds, swales, culverts, or drainage ditches.
  • Determines drainage areas, pipe size, and optimum locations.
  • Monitors and records the use of materials, equipment, parts, or supplies designed to control mosquito growth such as backhoes and bulldozers.
  • Writes technical or narrative letters or reports concerning mosquito prevention and control activities which may include information from field surveys, site plan reviews, or laboratory tests, and so forth.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Six (6) years of experience in the construction or maintenance of mosquito control systems, or review of plans for mosquito control systems such as detention basins or other structures designed to alleviate growth of mosquitos from upland (fresh water) areas or salt water marsh lands, and the chemical application of insecticides or pesticides to control the breeding of mosquito populations.

Knowledge, skills and abilities

  • Knowledge of design, construction, and maintenance of detention basins, ponds, swales, or drainage ditches, used to deter the breeding of mosquitos.
  • Knowledge of upland (fresh water) or salt marsh water management activities to control mosquito breeding.
  • Knowledge of types of land and water areas that promote mosquito breeding.
  • Knowledge of wetlands and salt marsh ecology relative to controlling mosquitos.
  • Knowledge of procedures for conducting field surveys and studies of mosquito breeding areas.
  • Knowledge of the life cycle and habitat of the mosquito.
  • Knowledge of principles of hydrogeology.
  • Knowledge of procedures used for completing federal and state permits for mosquito control water management.
  • Knowledge of procedures used to obtain right of entry agreements from property owners.
  • Knowledge of principles and techniques of supervision.
  • Ability to read and interpret site plans.
  • Ability to prepare site plan or subdivision application reports relating to proper drainage for prevention of mosquito breeding.
  • Ability to interpret and apply rules and regulations governing wetlands development and it's impact on mosquito control procedures.
  • Ability to identify potential mosquito breeding problem areas.
  • Ability to interpret and apply federal, state, and local laws, rules, and regulations governing water drainage.
  • Ability to prepare sketches and maps of mosquito growth areas.
  • Ability to conduct field surveys and studies of mosquito breeding areas.
  • Ability to interpret and apply federal, state, and local laws, rules, and regulations governing the use of pesticides and insecticides for mosquito control.
  • Ability to supervise employees in the installation, construction, and maintenance of mosquito control water management structures.
  • Ability to schedule and organize work activities for others.
  • Ability to determine drainage areas, pipe size, and optimum locations for detention basins, ponds, ditches, swales, or culverts.
  • Ability to understand and apply civil engineering principles as they apply to mosquito control in fresh water and salt marsh areas.
  • Ability to supervise the operation of equipment designed to control mosquito growth.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Note

Graduation from an accredited college or university with a Bachelor's degree including or supplemented by a minimum of twelve (12) semester hour credits in Hydrology, Hydrogeology, Entomology, Biology, or Civil Engineering can be substituted for four (4) years of the above experience.
