Definition

Under direction, takes the lead and works with other staff in installing, operating, maintaining, repairing, and monitoring resource recovery facility utilities systems including landfill gas extraction, collection, transmission, treatment, and emission; water supply, treatment, storage and distribution; wastewater collection, conveyance, treatment and disposal; solid waste and wastewater sludge processing and all related process by-product(s) management; does other related work.

Examples of work

• Takes the lead in activating, deactivating, and adjusting process equipment such as pumps, blowers, compressors, chemical and process additive feeders, and other equipment used in various physical, chemical, and biological resource recovery utilities systems.
• Coordinates activities of the unit with representatives of other units regarding matters of work accomplishment, priorities, and procedures.
• Provides recommendations for the maintenance, replacement, and safety of equipment.
• Evaluates consequences of equipment breakdowns or malfunctions and determines a course of action.
• May operate small mechanical equipment, forklifts, and other motor vehicles, and performs emergency maintenance when required.
• Takes the lead in reading and interpreting charts, flowmeters, gauges, and other instruments to monitor process/equipment status, detect process/equipment malfunctions, and identify any necessary corrective actions(s).
• Takes the lead in inspecting plant and equipment for malfunctions and needed repairs, performs minor repairs, stabiles irregular conditions, and lubricates equipment.
• Takes the lead in collecting resource recovery facility environmental monitoring and process control samples and may maintain and prepare equipment, instruments, and supplies necessary to perform routine tests on collected samples.
• Develops and interprets plant operating and maintenance data.
• Prepares reports.
• Updates manual and/or electronic logbooks.
• Maintains necessary files and records.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units.

Experience

Five (5) years of experience in the operation, adjustment, regulation, repair, and maintenance of pumps, valves, motors, and other electrical and mechanical equipment used in a resource recovery facility.

License

In accordance with NJAC 7:10A-1.10, applicants may be required to possess a current and valid Wastewater System Operator's license of the appropriate grade and type, issued by the New Jersey Department of Environmental Protection.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the procedures used to operate, adjust, and regulate resource recovery facility pumps, valves, and related processes and equipment.
• Knowledge of worker safety techniques.
• Knowledge of field sampling procedures and QA/QC requirement.
• Ability to read, interpret and apply laws, rules and regulations.
• Ability to properly utilize various hand and power tools and equipment.
• Ability to operate and analyze problems involving resource recovery facility utilities process and maintenance equipment.
• Ability to read and interpret charts, gauges and other monitoring instruments.
• Ability to provide assignments and instructions to assigned employees and evaluate their performance.
• Ability to prepare reports.
• Ability to check, clean, and service equipment, determine proper operation, and perform emergency repairs.
• Ability to perform the duties of subordinates staff.
• Ability to maintain records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who do not possess the above experience may substitute an associate's degree in engineering or the natural, chemical, environmental, or biological sciences for up to a maximum of two (2) years of non-supervisory experience. A Bachelor's degree in one (1) of the indicated fields may be substituted for up to three (3) years of nonsupervisory experience.
