Definition

Under direction coordinates, investigates, and mediates rent and housing problems of welfare clients; does other related duties as required.

Examples of work

  • Coordinates, investigates, and mediates rent and housing problems of welfare clients with their landlords.
  • Validates clients' needs for better housing.
  • Represents clients at hearings in event of overcharges in rent.
  • Verifies that landlords comply with all requirements of the lease.
  • Advises clients and caseworkers as to housing availability from a variety of community sources, and discusses other housing problems with these groups.
  • Coordinates arrangements for security deposits and brokers' fees to effect a conservation of county funds and initiates arrangements for recovery where appropriate.
  • Inspects buildings for violations of applicable housing requirements.
  • Confers with individual property owners in regard to violations.
  • Reinspects houses after completion of repairs to be assured that they comply, and if noncompliance exists, refers to local authorities for possible prosecution.
  • Attends various meetings.
  • Prepares reports.
  • Establishes and maintains records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Four (4) years of experience in the investigation and mediation of rent and housing problems between tenants and landlords, or in the inspection of buildings and enforcement of housing/building regulations, or as a real estate sales and rental agent, or in the construction/repair of buildings at the journey level.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of methods involved in inspection of buildings for violations of applicable housing requirements.
  • Knowledge of objectives, methods, procedures, and policies of welfare housing laws and requirements.
  • Knowledge of county/municipal and other laws, rules, and regulations dealing with rent and housing, welfare, and inspections.
  • Ability to perform the work involved in inspecting buildings for compliance with relevant housing regulations.
  • Ability to meet with people and deal effectively with their problems.
  • Ability to analyze and handle rent problems for tenants and landlords in an amicable manner.
  • Ability to participate in community affairs.
  • Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
  • Ability to establish and maintain records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
