Definition

Under the direction of a senior official in the Department of the Treasury, manages and coordinates postal operations and activities; responsible for ensuring the effective and efficient use of mail systems; oversees staff at the Capitol Post Office and its branches; does other related work as required.

Examples of work

Oversees the transmission of agency mail using the most appropriate method of mailing or shipping to ensure timely and cost efficient delivery Provides guidance to agency representatives regarding the use of mail systems and changes to United States Postal Service (USPS) regulations Provides information regarding mailing changes and schedules Oversees the mail pickup and delivery service to and from the U.S. Post Office Maintains liaison between the U.S. Post Office and user agencies Attends and participates in meetings with representatives of the U.S. Post Office Participates in the development of programs, procedures and practices involving the collection, sorting, distribution, recording and/or processing of incoming and outgoing letters and packages Recommends improvements in operating procedures, work processes, or administrative practices Manages the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees Identifies, analyzes and resolves problems relevant to the handling of the mails Assists in formulating plans for the effective utilization of available staff, equipment, materials and supplies, and ensures proper usage. Oversees and supervises the scheduled collection and delivery of mail to State departments and agencies Compiles data and prepares statistical, financial, and other reports used for budget, resource or financial planning Maintains centralized control over bulk rate expenditures Provides information involving mailing changes and schedules to all State departments and agencies Provides instructions and guidance to subordinates in the operation of postal machinery and equipment Oversees the ordering of various supplies and equipment Maintains essential records and files Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the methods used to maintain records of accounts and expenses Knowledge of the operations, use, repair, and maintenance of postal machinery and equipment Knowledge of the principles and techniques of supervision Knowledge of the principles of budget planning, development, and administration Ability to interpret and apply the rules, regulations, policies, standards, and procedures of the Department of the Treasury and the United States Postal Service regarding the collection and processing of mail Ability to direct the transmission of mail in accordance with established rules and regulations Ability to evaluate unit procedures and performance, and develop and implement the methods necessary to achieve cost effective operations Ability to represent the division at conferences, meetings and seminars Ability to prepare and maintain expenditure accounts Ability to oversee staff and supervise the performance of their work Ability to manage and coordinate the work involved in the receipt, collection, sorting, distribution, and processing of mail Ability to identify, analyze and resolve problems Ability to revise work schedules to accommodate workload fluctuations Ability to oversee the proper functioning, maintenance, and use of postal machinery and equipment Ability to maintain essential records and files Ability to prepare reports containing findings, conclusions, and recommendations Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units Ability to read, write, speak, and communicate in English sufficiently to perform the duties of this position. Note

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in a large postal operation, three (3) years of which shall have been in a supervisory capacity, including responsibility for the maintenance of postal records and accounts. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity, including responsibility for the maintenance of postal records and accounts. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
