Examples of work

  • Acts as Chief Administrative Officer of the Division and provides advice to the Attorney General and the New Jersey Casino Control Commission in all matters relating to investigation and evaluation of applications for licensure, enforcement of the provisions of the Casino Control Act, and any regulations promulgated pursuant thereto; as deemed appropriate, prosecutes before the Commission proceedings for violations of said act and regulations.
  • Directs all investigations regarding applications for licenses, certificates or permits to be issued pursuant to the Casino Control Act.
  • Directs all investigations concerning any transaction for which the approval of the Casino Control Commission is required.
  • Supervises and directs all Division activities related to the continuing review of casino operations.
  • Supervises and directs audits of casino operations, including reviews of accounting, administrative, and financial records, and management control systems, procedures, and records utilized by a casino licensee.
  • May approve the inspection, seizure, or impoundment of casino premises and equipment without notice and without warrant by employee and agents of the division.
  • May obtain administrative warrant for the inspection and seizure of any property held by any licensee under the Casino Control Act.
  • Coordinated with the Director, Division of Criminal Justice, the prosecution of all criminal violations of the Casino Control Act, and prosecutes crimes under the Act through the State Grand Jury and the courts.
  • Prepares legal documents, correspondence and reports.
  • Plans, organizes and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting and disciplining of subordinates.
  • Supervises the maintenance of essential records, reports and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office or related units.

  • EXPERIENCE</b>
  • Six (6) years of legal experience as an attorney-at-law for the State of New Jersey in the area of this specialty or, four (4) years of legal experience as an attorney for state or federal administrative agencies which shall have involved a significant amount of specialized legal work, or two (2) years of unique specialized legal experience.

License

Admission to practice law as an attorney-at-law in the State of New Jersey.

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of state and federal laws and regulations applicable in the field of legalized gambling.
  • Knowledge of the statutory requirements relating to gaming enforcement for the State of New Jersey.
  • Knowledge of the statutory licensing requirements under the Casino Control Act, P.L, c.110.
  • Knowledge of judicial procedures.
  • Knowledge of illegal practices likely to exist in connection with casino operations and of measures to be taken to prevent, detect, and/or prosecute violations of pertinent statutes.
  • Knowledge of and familiarity with the procedures, techniques and problems involved in the administration of a complex government agency.
  • Knowledge of a familiarity with modern government budget practices, procedures, problems, and analysis, and with interdepartmental budget administrative practices.
  • Knowledge of the programs, responsibilities, functions, organization, and operation of state and federal agencies involved in the control of legalized gambling and related areas.
  • Knowledge of and familiarity with the scope and objectives of a comprehensive casino operations control program.
  • Ability to comprehend, analyze, and interpret laws and court decisions, especially in relation to the control of casino operations. And to develop policies, regulations, and programs therefrom.
  • Ability to render legal advice on complex legal matters regarding the operations of the Division of Gaming Enforcement and the Casino Control Commission.
  • Ability to direct and supervise investigations regarding applications for licenses, certifications, or permits to be issued pursuant to the Casino Control Act.
  • Ability to supervise and direct audits of casino operations including reviews of accounting, administrative, and financial records, and management control systems, procedures, and records utilized by a Casino licensee.
  • Ability to maintain effective working relationships with the Governor, department heads in the state government, the Casino Control Commission, the Director, Division of Criminal Justice and legal staff of the Department of Law and Public Safety, and with representatives of other states and the federal government.
  • Ability to direct a division of approximately 200 employees.
  • Ability to coordinate with the Director, Division of Criminal Justice, the prosecution of all criminal violations of the Casino Control Act, and prosecute crimes under the act through the State Grand Jury and the courts.
  • Ability to present speeches to groups of varied educational, ethnic, and interest backgrounds on the subject of legalized gambling and the control of casino operations.
  • Ability to prepare legal documents, correspondence, and reports.
  • Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
  • Ability to direct the establishment and maintenance of essential records, reports, and files.
