PUBLIC ADVOCATE

New Jersey has created a Department of the Public Advocate twice and abolished it twice — established in 1974, eliminated in 1994, restored in 2006, and eliminated again in 2010 with its rate counsel function moved into the Division of Rate Counsel. The Advocate represented the public interest against State agencies, including in court.

The head of the department was nominated by the Governor and confirmed by the Senate. The title survives in the Commission's list, which is why a reader can still find the code with nothing behind it.
