Definition

Under direction of the General Manager, PIP, has overall supervision of the New Jersey section of the Palisades Interstate Park. Under the direction of the General Manager, PIP, has overall responsibility for the operation and development of programs on the New Jersey section of the Palisades Interstate Park; does related work as required.

Examples of work

Supervises all maintenance, operations, and Police personnel through various department heads. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Prepares budget requests, anticipating future needs. Participates in planning improvements to existing Park areas and the addition of new facilities. Prepares complex correspondence, memoranda, reports, and so forth. Administers the use of appropriations and funds as specified by State Budget Bureau and Commission regulations. Participates in policy formation and personnel administration, including labor negotiations. Conducts hearings concerning employee grievances and disciplinary actions. Maintains liaison with various private and government agencies; attends meetings and conferences. Conducts weekly staff meetings to review current operations and plan future activities. Provides overall supervision of Young Adult Conservation Corps, Youth Conservation Corps and Summer Youth Work Programs through the Assistant Superintendent, PIP. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree.

Experience

Four (4) of experience in parks and recreation or other related field, one (1) year of which shall have been in an administrative capacity. NOTE: Applicants who do not possess the required education may substitute experience as indicated above on a year-for-year basis. NOTE: A Master's degree in Parks and Recreation Management or any other related area, may be substituted for one (1) year of non- supervisory experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of modern park practices and procedures. Knowledge of equipment, materials, and procedures used in the maintenance and construction of park areas, including roads, bridges, parking areas, paths, lawns, forests, marinas, and buildings. Knowledge of modern public administration and personnel practices and principles. Knowledge of police practices and principles, including traffic and crowd control. Knowledge of laws, rules, regulations governing park operation, including criminal and motor vehicle laws after a period of training. Knowledge of fiscal procedures and practices involving the preparation of budgets, control of spending, income and inventory, and payroll preparation and record keeping. Ability to assign and supervise work performance through the use of department heads. Ability to analyze problems and develop solutions at the top administrative level. Ability to establish and maintain cooperative working relationships with various private and government agencies. Ability to prepare complex correspondence, memoranda, reports, and so forth. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
