Definition

Under direction of a higher-level supervisory official in a law enforcement agency; researches, analyzes, and evaluates complex information and/or data for the purpose of preventing or investigating crime, terrorism, and other threats to public safety; supervises the work of subordinate intelligence analysts and others involved in the work of the unit; supervises Intelligence projects and Intelligence functions within the agency; prepares and supervises preparation of detailed reports, charts, and analysis to be used for further investigation; serves as liaison with other law enforcement agencies and units within the local agency; does other related duties as required.

Examples of work

• Conducts and supervises research and analytic products and projects to identify and evaluate patterns and trends of criminal and/or terrorism activity.
• Prepares analytical products containing findings, conclusions, and recommendations.
• Supervises an agency's intelligence processes and practices in an area of subject matter expertise related to data collection, data management, and/or intelligence topics.
• Identifies appropriate sources of information including database queries, open-source information, and social media to support intelligence production.
• Collects data and performs searches on secured databases, open-source platforms, and information sources made available through investigative activities of others or in concert with other law enforcement organizations.
• Identifies, tests, and evaluates new resources, tools, and techniques to advance the Intelligence Unit's competencies and proficiencies.
• Processes intelligence information using various analytical tools.
• Integrates data to produce intelligence studies, reports, correspondence, briefings, presentations, crime maps, threat assessments and warnings, link analysis and forecasts.
• Compiles and analyzes criminal and intelligence data according to location, time, special characteristics, and other distinguishing features to locate and identify patterns and trends related to criminal and/or terrorist objectives and organizations.
• Researches, analyzes, evaluates, and correlates criminal intelligence information and/or data to determine source reliability, accuracy, and integrity.
• Develops investigative leads and connections.
• Develops area(s) of specialization and subject matter expertise in support of investigations and intelligence analysis functions of the agency or organization.
• Provides guidance and advice on complex data collection and intelligence issues.
• Assesses intelligence and provides tactical and strategic analysis focused on criminal and/or terrorist activities with a local nexus.
• Prepares link analysis, timelines, commodity flow, telephone toll, financial analysis, and other computerized charts and visualizations to clarify and organize information for further investigation and/or prosecution in criminal court.
• Responds to time sensitive requests for database queries, research, and analysis to provide tactical and operational support for ongoing criminal investigations.
• Enters criminal intelligence information and/or suspicious activity reporting into a computer database or criminal intelligence system.
• Creates training resources and/or presentations on data collection, data management, and intelligence topics.
• Serves as a liaison with other local, state, and federal agencies on criminal and counter-terrorism intelligence matters.
• May develop educational and informational materials on the prevention of criminal and terrorist activity.
• Maintains confidentially standards; abides by all security protocols.
• Trains or supervises the training of intelligence analysts and other staff involved in the work of the unit.
• Participates in the creation or support of professional development plans for the unit's analysts and support personnel.
• May provide testimony in court.
• Supervises the maintenance of essential records, reports, and files.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a bachelor's degree including or supplemented by twenty-one (21) semester hour credits in any combination of the following subject areas: criminal justice, criminology, intelligence studies, computer science, data science, political science, homeland or national security, emergency management, mathematics, or statistics.

Experience

Four (4) years of experience performing criminal intelligence work.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the agency's organizational units and role of criminal intelligence in support of their goals and objectives.
• Knowledge of the intelligence process and analytical methodologies and techniques as they apply to the police and/or counter-terrorism intelligence function.
• Knowledge of methods used to conduct statistical analysis and probability modeling.
• Knowledge of modern research techniques.
• Knowledge of methods used to collect and analyze data.
• Ability to review, interpret, and evaluate data and information.
• Ability to organize, prioritize, and plan work effectively.
• Ability to identify and select appropriate data sources and apply analytic techniques and methodologies to support law enforcement intelligence and/or counter-terrorism functions.
• Ability to perform searches on and collect data from secured databases, open source platforms, and information sources.
• Ability to utilize analytical tools to process intelligence information.
• Ability to enter criminal intelligence and/or suspicious activity into a computer database.

• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Incumbents in this position are not police officers, may not perform law enforcement duties, and have no law enforcement authority.
