Definition
This responsibility includes analyzing and recommending new and revised policies and programs; developing and administering a program evaluation system; providing economic information and analyses for the Department of the Treasury; developing and implementing research and demonstration efforts; directing and administering technical and experimental studies; and serving as the focal point within the Department for coordination of research and program evaluation with other Departments, public and private organizations, housing industry and financial markets. The Assistant State Treasurer is also responsible for providing advice and assistance to the State Treasurer on State and local police issues; analyzing and recommending Departmental goals, programs, policies, and objectives; preparing Departmental policy studies on local finance issues; developing and recommending new or revised programs to effectively carry out the Department's mission and meet policy objectives; developing legislative proposals to implement new or revised policies and programs and providing assistance to the Governor's Counsel in the preparation of such legislation, coordinating and developing of programs and policies with other State agencies; developing and implementing demonstrations to utilize and apply the results of research and development activities to increase the capacity of State and local governments to carry out Departmental and other Federal programs to manage policy problems; and disseminating information on the research efforts of the Department.
<b>DUTIES AND RESPONSIBILTIES</b>
The incumbent directs and supervises the Policy Development in the Department of Treasury, including: Conception, development, assessment, and evaluation of proposals for new or revised Departmental initiatives, policies, and programs. Development of implementing legislation regulations, instructions etc. These activities have direct and substantial impact on other major organizations of the Department and its field activities, industry, mortgage and financial markets, Federal, State and local government entities, as well as major segments of the population.
Providing staff support to the State Treasurer, Deputy Treasurer, Associate Deputy Treasurer, and principal staff in the resolution of major, crosscutting policy issues arising in the State and Department's budget formulation process.
Providing policy analyses of the impact of policy and programmatic initiatives, legislative initiatives, the budget, and the legislative initiatives, programs, and policies of other State agencies which impact on Treasury programs.
Providing independent, objective review and analysis of new or revised policies by other Commissioners. Prepares recommendations for submission to the State Treasurer and Deputy Treasurer on the policy implication of. such proposals.
Provides assistance to the Associate Deputy Treasurer on the direction of functions and the formulation and implementation of strategies to that end.
Serves as focal point within the Department for inter/intra-agency coordination of policy and program development. Chairs or participates in task forces and ad hoc committees, etc.
Serves as technical representative for contracts, grants, and cooperative agreements. This function includes:
Preparation of Requests for Proposals;
Providing oversight for contractor evaluation and selection;
Review, and analysis, an evaluation of progress of work and providing direction for improvement of performance;
Reviewing and monitoring contracts' operations and budget control systems;
Coordination of dissemination of results of work to target user groups and other audiences.
This responsibility includes asking changes within the Department in the organization of work and assignments of functions; adjusting workloads and planning to meet workload changes; and proposing revisions in staffing levels or in work priorities and deadlines.
The incumbent receives the broadest form of. supervision from the State Treasurer for policy development usually in the form of. Departmental and program objectives and board policy statements. The incumbent is expected to accomplish his/her mission and is relied Upon to pursue his/her activities and carry then to completeness on own initiative and ability.
