Definition

Under direction of the Deputy Director State Lottery, Department of the Treasury, establishes and is responsible for development of a marketing plan, product promotion, and merchandising and marketing research proposals in conjunction with particular brands (lottery games); directs execution of all related projects/assignments in conjunction with advertising, sales, product positioning, and consumer research; coordinates all phases of lottery activities and interface with various sections of the State Lottery; does other related duties as required.

Examples of work

  • Develops long and short term marketing strategies/policies for all components of the marketing mix of products.
  • Consults with advertising agencies to implement strategies, inspects data regarding focus groups and market surveys, and analyzes statistical data as it applies to the product brand mixes.
  • Monitors sales impacts of various programs subsequent to implementation and makes contacts to gather data from other lottery states and countries.
  • Studies advertising strategies and promotional and sales techniques used by other lotteries and recommends action to be taken to benefit overall lottery sales.
  • Consults with other product brand managers to coordinate/effectuate the most beneficial strategies and techniques to improve overall lottery sales; interfaces with all level staff in planning and research, marketing, sales and finance departments within the State Lottery as well as other state agencies and private sector companies.
  • Analyzes products in terms of life cycle, portfolio, and placement in overall marketing mix and develops an execution plan for coordination of this project.
  • Monitors public response to advertising campaigns.
  • Maintains records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree including or supplemented by three (3) semester hour credits in statistics and six (6) semester hour credits in marketing.

Experience

Three (3) years of management experience involving market research and planning, product promotion and merchandising, and consumer research.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

  • Knowledge of data collection and statistical analysis as it relates to survey interpretation.

  • Knowledge of New Jersey rules and regulations after a period of training.
  • Ability to interface with various disciplines, sections within the State Lottery, vendors, other state agencies and private sector organizations to most benefit product sales.
  • Ability to manage a high volume product line.
  • Ability to analyze polls to determine public reaction to lottery advertising.
  • Ability to plan and implement various public relations programs.
  • Ability to establish and maintain cooperative liaison contact with public and private agencies.
  • Ability to evaluate results of advertising and promotional programs.
  • Ability to organize assigned work and develop appropriate work methods.
  • Ability to prepare correspondence in the course of official duties.
  • Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
  • Ability to maintain records and files.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
