Definition

Under close supervision of a Municipal Finance Auditor 1 or other supervisory official in the Division of Local Government Services, Department of Community Affairs, conducts audits and assists in the review of municipal audits; assists in the examination of municipal and county budgets and financial statements;does related work as required.

Examples of work

Receives training on the smaller budget exam process, single audit review process, and the cap calculation process Prepares municipal budgets for final examination Conducts data entry of budget information Reviews and compares prior year audit to beginning balances in annual financial statement. Audits municipal finance records in accordance with statute. Assists in the preparation of municipal budgets and financial statements as required Assists in budget amendment reviews and adopted budget reviews Assists in the review and examination of the work performed by Registered Municipal Accountants Gathers information needed to provide technical advice and assistance to Registered Municipal Accountants and municipal and county officials on matters pertaining to municipal and county accounting, auditing, and budgeting. Assists in providing interpretation of various laws, rules, and regulations of the Division of Local Government Services, to local and county officials and, others interested in the work of the division Assists in the review of Fire District and Authority budgets Assists in the preparation of analyses of financial data and projections of debt of municipalities and counties for various state and federal agencies Under close supervision, may learn to review county budget Prepares official correspondence Prepares clear, technically sound, accurate, and informative financial, audit, and related reports Maintains essential records, reports, and files Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units

License

Knowledge, skills and abilities

Knowledge of the provisions of the Local Budget Law and Local Fiscal Affairs Law Knowledge of the Local Bond Law Knowledge of the principles, methods, and procedures used in municipal auditing Knowledge of the interpretations of varied types of municipal financial data and of the proper form and content of financial statements and audits Ability to apply audit requirements established by the Department Ability to provide basic technical advice and assistance to officials charged with municipal and county financial duties Ability to compile, review, analyze and interpret basic municipal, county, and authority financial data. Ability to see that established auditing and accounting procedures are followed in assigned auditing and report procedures Ability to apply established auditing and accounting methods and procedures to specific auditing problems and situations Ability to prepare official correspondence Ability to prepare clear, technically sound, accurate, and informative reports of audits and related matters containing findings, conclusions, and recommendations. Ability to maintain essential records, reports, and files Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience involving municipal auditing, and/or municipal budgeting, including or supplemented by twenty-one (21) semester-hour credits in accounting. OR Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester-hour credits in accounting; and one (1) year of the above-mentioned professional experience. OR Possesion of a valid certificate as a Certified Public Accountant or Registered Municipal Accountant issued by the New Jersey State Board of Accountancy; and one (1) year of the above-mentioned professional experience. "Professional experience refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
