Definition

Under the general direction of a Deputy Director or other administrative official in the New Jersey Commission of Investigation, directs the employee relations functions; administers, interprets, and implements training, standard operating procedures, equity, diversity, and inclusion; does other related duties as required.

Examples of work

Consults and advises managers and supervisors in areas of discipline and complaints. Reviews management recommendations for discipline and formalizes cases for disciplinary action. Provides appropriate advice and counseling to managers and supervisors to ensure compliance with Commission standard operating procedures. Conducts training of departmental employees as needed and when assigned. Participates in development of additional training as needed. Reviews internal complaints for completeness and content and investigates issues. Conducts intake interviews and investigation to conclusion. Ensures department compliance with state regulations on diversity and equity. Assists Human Resources with conducting reviews of incoming resumes and assists in the interview process as needed. Conducts onboarding of new hires in accordance with investigative and administrative standard operating procedures. Conducts follow-up meetings with employees to ensure they are acclimating to Commission standard operating procedures and culture. Prepares clear, sound, accurate, and informative reports and summaries containing findings, conclusions, and recommendations. Makes continuous reviews of department policies and procedures and revises them as needed. Formulates employee relations policies and procedures and implements them within the parameters of state law. Reviews and prepares employee training programs. Assists in the recruitment and hiring process with a focus of ensuring diversity and inclusion. Plans, organizes, and assigns work of the organization unit and evaluates employee's performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees. Recommends employee relations policy and resolutions of difficult complaints and cases to superior. Provides advice to management regarding disciplinary hearings. Functions as a hearing officer on behalf of the department for complaints and disciplinary hearings. Provides training and guidance to department management regarding employee relations functions. Works with Human Resources to take appropriate action to correct any non-compliance with department standard operating procedures. Coordinates employee relations activities to assure consistency in the application and department policies, procedures, and practices. Develops policy, procedures, or practices in consultation with Human Resources and the Deputy Director. Makes analysis through consultation with the Executive Director, Human Resources, and the Deputy Director. Prepares specialized and routine memoranda, reports, and correspondence as required in the course of official duties. Prepares correspondence. Establishes and maintains records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

¿ Graduation from an accredited college or university with a Bachelor's degree.¿

Experience

Five (5) years of experience in human resource administration, including review and implementation of procedures, performance evaluation systems, and complaint investigation and complaint determination.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of standard policies and procedures, including the review, development, and implementation of policies and procedures. Knowledge of the situations or circumstances which lead to employee complaints and/or disciplinary problems. Ability to read, interpret, and implement New Jersey employment laws and regulations relevant to the operation of the Commission as a legislative branch agency. Ability to read, interpret, and implement policies and procedures related to employee complaints. Ability to read, interpret, and implement policies, procedures, and organizational functions of the department. Ability to organize employee relations work, analyze the problems arising therein, and develop appropriate work processes. Ability to read, interpret, and implement policies and procedures related to training and the performance evaluation of employees. Ability to serve as department representative and participate when required in meetings related to the core functions of the position. Ability to communicate with employees who exhibit personal behavior problems. Ability to maintain consistency in the implementation of policies and procedures. Ability to learn how to utilize various types of electronic and manual recording and¿information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of the position. American Sign language or Braille may also beconsidered as acceptable forms of communication.
