Examples of work

  • Directs a program aimed at averting strikes through separate or joint conference with disputants and to resolve disputes arising under contract administration of negotiated labor agreements.
  • Maintains awareness of labor-management conferences on a current basis and at the direction of the Governor, on his own motion or at the request of either of the disputants assigns a mediator of some grade to enter into separate or joint conferences with the disputants. Personally arranges conferences between the principles in labor disputes where sensitive issues affecting the public welfare are concerned.
  • Assigns professional staff, cases involving mediation and arbitration services requested by disputants or initiated on his/her own motion; follows their progress during negotiations and evaluates their work progress.
  • Through a planned program of public appearances before large industrial, union, municipal, civil and other groups maintains acceptance of the Board of Mediation.
  • Frequently plans and presents informative panels before labor relations seminar groups.
  • Frequently lectures at various Colleges and Universities in the State on the principles and practices of labor dispute settlement involving fact-finding boards, arbitration and mediation.
  • Prepares extensive correspondence in the course of official duties.
  • Prepares clear, sound, accurate and informative, reports containing findings, conclusions and recommendations.
  • Supervises maintenance of essential records and files.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
  • <b>REQUIREMENTS
  • Education</b>
  • Graduation from an accredited college with a Bachelor's degree in political science, public administration, business administration, economics and/or industrial relations.

Experience

Seven years of full-time, responsible experience in the preparation, negotiation and administration of labor agreements in a large industrial or public organization, at least two years of which have involved supervisory responsibilities relative to these areas.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Ability to apply Federal and New Jersey laws and related rules, regulations, policies and standards related to labor relations in the private sector.
  • Thorough knowledge of modern labor relations, principles and practices and arbitration and mediation methods and procedures.
  • Thorough knowledge of the socioeconomic employment and related problems of labor and management.
  • Ability to direct and organize a program providing mediation and arbitration services to private industry.
  • Ability to maintain an awareness of labor-management conferences on a current basis and arrange conferences between the principles in labor disputes where sensitive issues affecting the public welfare are concerned.
  • Ability to deal effectively and impartially with disputants.
  • Ability to comprehend, interpret and apply basic laws, rules, regulations, policies and standards.
  • Ability to provide appropriate assignments to staff, oversee their progress and evaluate their results.
  • Ability to make special studies and investigations as required.
  • Ability to develop a planned program of public appearances before large industrial, union, municipal, civic and other groups in order to maintain acceptance of the Board of Mediation.
  • Ability to plan and present informative panels dealing with principles and practices of labor dispute settlement involving fact-finding boards, arbitration and mediation.

  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
