Definition
Under the direction of a higher level supervisory official in a state department, institution, or agency develops, coordinates and administers all clinical polices, directives, rules and regulations to facilitate optimum patient/client care and treatment and ensure compliance with all federal, state and accrediting body requirements and performance standards; or to facilitate standards of medical care in determining qualifications of applicants for licensure, establishing standards for practice and disciplining licensees who do not adhere to requirements. Manages staff and work activities; prepares and signs official performance evaluations for subordinate staff; does related duties as required.
Examples of work
- Reviews the activities of the medical/psychiatric/clinical staff at all state hospitals in accordance with ethical standards, the overall polices of the facility and department; attends interdisciplinary meetings for this reason.
- Ensures that the Clinical Director plans, organizes and conducts programs of clinical teaching for medical and interdisciplinary staff including rounds, clinical case conferences, lectures and seminar services, outside consultation, and so forth.
- Directs and coordinates the formulation of policies and objectives for psychiatric and physical medical programs, and communicates these polices to all state hospitals for execution.
- Manages the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Provides consultation to the Clinical Director to assess and provide unique training under certain circumstances, as needed.
- Responsible for developing the Department's basic policy principles, and unified services.
- Assists in developing clinical policies and formulation of its mission, goals and philosophy of care.
- May participate in the recruitment process of senior medical management staff, in cooperation with the Office of Human Resources
- Responsible for representing the views, needs, concerns, and policy proposals of the medical staff and clinical leadership to senior management.
- Responsible for reviewing the quality control of medical, psychiatric and clinical care throughout each facility, including compliance with both the Joint Commission accreditation standards, and the Federal Regulations published by the Centers of Medicaid Services (CMS) through involvement with the Clinical Directors and facility administration and understanding the medical care components of the community service program.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- When assigned to State Board of Medical Examiners in the New Jersey Department of Law and Public Safety:
- Responsible for reviewing complaints and reports made to the Board of Medical Examiners staff and/or the Medical Practitioner Review Panel concerning medical malpractice, impairment, incompetence or unprofessional conduct.
- Responsible for coordinating and assisting staff in the investigation process of complaints and/or reports of malpractice, impairment, incompetence, or unprofessional conduct made to the Board of Medical Examiners.
- Works with the Board of Medical Examiners to establish standards for treatment, and to develop and implement procedures for monitoring the progress of a practitioner's treatment in cases of impairment.
- Assists the Board of Medical Examiners and the Medical Practitioner Review Panel in making recommendations concerning complaint dispositions.
- Attends Board of Medical Examiners and committee meetings as needed.
- Performs related duties as required to assist the Board of Medical Examiners in carrying out its duties.

Experience
Five (5) years of experience in clinical, academic, or administrative medical practice, following completion of psychiatric training.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
