Examples of work
- Plans, organizes and develops the programs of the Division.
- Develops administrative procedures and recommends to the Parole Board needed changes in the State Parole Board Administrative Code.
- Supervises the administration of the rules and regulations that apply to the Division of Hearings.
- Supervises the review and evaluation of case material submitted by the Bureau of Parole, Department of Corrections for possible implementation of a Parole Revocation Hearing.
- Supervises Hearing Officers of various ranks, assigns caseloads and reviews materials to assure proper administrative procedure has been followed.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Provides administrative advice concerning the administrative code to the Parole Boards and acts as liaison with the Attorney General's office concerning cases under appeal.
- Schedules hearing for parole release hearings based upon eligibility lists from the Division of Operations.
- Supervises the initial parole consideration hearing process which determines recommendation for parole release or parole denials.
- Supervises the preparation of case material for the Parole Board in Panel Hearings.
- Supervises the preparation of Notice of Decision which advises the inmate concerning the basis for the denial of Parole.
- Supervises the process for exceptional progress cases which may result in a reduction of an inmate's parole eligibility term.
- Supervises the preparation of Parole Certificates which stipulate the inmate's acceptance of the granting of parole and the conditions pertaining to said grant.
- Supervises the maintenance of essential records and files.
- Supervises and prepares clear, sound, informative reports with recommendations and conclusions.
Education
Graduation from an accredited college or university with a bachelor's degree supplemented by a LLB or JD.
Experience
Six (6) years of administrative experience in a business or governmental body involving the administration of administrative codes, and conducting of hearings, 3 years of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of modern administrative procedures.
- Knowledge of the State Parole Board's Parole Revocation Hearing process.
- Knowledge of the State Parole Board's Parole Release process:
- Knowledge of the New Jersey Parole Act, 1979.
- Ability to acquire thorough knowledge of the New Jersey State Parole Board Administrative Code.
- Ability to prepare clear, sound, informative reports with conclusions and recommendations
- Ability to organize and maintain large records and files.
- Ability to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
