Definition
Under the direction of the Commissioner, or other executive level official in the Department of Community Affairs, provides executive guidance and direction in the establishment and implementation of state and federal statues, rules, regulations, policies and procedures regarding the overall work operations, programs, activities and staff of a major operating Division: does related work as required.
Examples of work
- Directs the technical and administrative activities and programs for a major operating Division.
- Directs the assessment of division and community needs and plans and develops new programs to meet these needs.
- Directs the planning for the impact of legislation and other changes on the Division Master Plan and existing systems.
- Maintains overall responsibility for the preparation of annual budgets for both federal and state funds and for the overall fiscal integrity of the Division and its funds disbursal procedures.
- Analyzes existing state and federal legislation and recommends changes or new legislation impacting on Division's programs.
- Maintains close liaison with other appropriate state and federal agencies in the planning and implementation of programs.
- Acts as principal advisor to the Commissioner/Assistant Commissioner, and ensures they are appraised of current activities, problems and developments on all matters related to the enhancement and management of the Division's programs.
- Develops and maintains a management information system to direct progress in achieving goals and objectives and to ensure orderly and efficient handling of both long-term and other matters directly involving the Division.
- Manages the work operations and/or functional programs of the division and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting, disciplinary, an/or training of employees.
- Oversees and provides executive guidance to staff involved in the study, evaluation and serving of community needs.
- Delivers presentations, speeches, and testimonies before professional, technical and lay groups to disseminate programmatic management information; establishes and maintains a cooperative and effective working relationship with same.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college with a Bachelor's degree.
Experience
Eight (8) years of experience as an administrator involving planning, budgets and administration of programs in a large public or private agency, five (5) years)of which shall be in a supervisory capacity.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
