SENIOR WETLANDS SPECIALIST MOSQUITO EXTERMINATION

Definition

Under direction, takes the lead in coordinating wetland activities and performing office and fieldwork involved in the design, construction, and maintenance of mosquito control structures and/or systems; maintains compliance with stormwater regulations; performs other related duties as required.

Examples of work

• Takes the lead in coordinating all wetland activities including planning layout and construction and maintenance of ditches, streams, ponds, and stormwater facilities in compliance with applicable permits and regulations following best management practices by backhoe and rotary ditcher.
• Oversees the installation, construction, and maintenance of spillways, dikes , and levees.
• Develops more effective mosquito control programs through field investigation including inspection and mapping of mosquito breeding areas on wetlands.
• Obtains right-of-entry agreements from property owners and any required permits from regulatory authorities.
• Writes projected proposals for work to be done on public or private property for the purpose of mosquito control.
• Gives assignments and instructions to personnel implementing water management projects and oversees their work.
• Maintains compliance with stormwater regulations, including retrofitting of existing structures and mapping of the stormwater infrastructure.
• May review development plans and maintenance plans for compliance with stormwater management regulations and prevention of mosquito production.
• Responsible for mapping, tagging, and coordination in regard to stormwater regulations.
• May use Global Position System (GPS) units or Geographical Information Systems (GIS) software.
• Educates the public about mosquitoes and water habitats including stormwater management structures.
• Performs wetland delineations or map interpretation for permit compliance.
• Provides guidance and assistance to personnel.
• Prepares and maintains essential records and files.
• Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation form an accredited college or university with a bachelor's degree in one of the biological sciences or other interdisciplinary field such as Environmental Science, Environmental Studies, Natural Resource Management, Entomology, Marine Science, or Geology with at least twenty-one (21) semester hour credits in biology or one of the biological sciences, supplemented by three (3) semester hour credits in land surveying, hydraulic engineering, irrigation engineering, or geographic information systems (GIS).

Experience

One (1) year of experience coordinating the planning, construction, and maintenance of ditches, streams, ponds, stormwater facilities, spillways and dikes; and inspecting the mapping of wetland areas for the development of an effective mosquito control program.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform duties of the position.

Knowledge, skills and abilities

• Knowledge of problems involved in the design, construction, and maintenance of ditches streams, stormwater facilities, impoundments, ponds, and other potential larval mosquito habitats.
• Knowledge of the principles, procedures, and methods of biological science.
• Ability to recognize and coordinate mosquito control work.
• Ability to read and interpret wetland, soil, and threatened and endangered species habitat maps.
• Ability to read and interpret State and federal rules and regulations applicable to wetlands activities.
• Ability to conduct field inspections of mosquito habitats and assess potential wetlands activities.
• Ability to take the lead over lower level wetlands specialists and others involved in the work of the unit.
• Ability to give assignments and instructions to employees.
• Ability to prepare clear, accurate, and informative reports.
• Ability to identify wetland plants.
• Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
