Definition
Under the general supervision of a Supervisor of Enforcement or other supervisor in the Department of Community Affairs, supervises inspection staff and conducts complex inspections involving the enforcement and administration of the Ski Lift Safety Act, Carnival and Amusement Rides Safety Act, High Voltage Proximity Act, and other State safety statutes; supervises the investigation of carnival and amusement ride and ski lift incidents; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does related work as required.

Supervises the work operations of a team of Sub-code Officials and Construction Code Inspectors in the enforcement of the Carnival and Amusement Ride Safety Act and Regulations, N.J.A.C. 5:14 and the enforcement of the Ski Lift Safety Act and Regulations, N.J.A.C . 5:12. Plans, organizes and implements inspection schedules. Supervises the work operations and/or functional programs, and has responsibility for employee evaluations, and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises a program of inspection activity regarding the design, installation, maintenance, operation, and registration of carnival and amusement rides to protect the life and safety of the general public; ensures the completion of inspections and re-inspections. Performs inspections of unique amusement rides that require application of complex installation manual requirements. Reviews the installation and operation of all new amusement rides prior to giving approval to operate for assurance that all safety features and procedures have been incorporated; directs changes in design and/or method of operation when necessary. Supervises a program of inspection activity regarding the design, installation, maintenance, and operation of ski lifts to protect the lives and safety of passengers; ensures the completion of inspections and re-inspections. Oversees personnel involved in inspection activity in the vicinity of overhead high voltage lines for the protection of the public. Consults with professional engineers, architects, designers and other professionals to evaluate installation and determine if safety standards are being met. Personally, conducts or monitors the investigation of incidents involving amusement ride or ski lift operations accidents; conducts complex inspections to determine possible imminent hazards and/or cause of failures. Supervises the preparation of clear and concise reports containing findings with recommendations for corrective actions. Keeps apprised of carnival and amusement ride and ski lift accidents and failures in jurisdictions outside of New Jersey. Researches information into type of equipment, installation, causes, etc. and makes appropriate recommendations as to what corrective measures, if any, should be taken to ensure similar accidents or failures are avoided statewide. Reviews accident reports submitted by inspection staff relating to amusement rides and ski lifts to determine the cause of the accident, whether violations of rules and regulations were involved and whether changes in the safety devices or operating procedures are required and directs appropriate action. Supervises technical testing to determine equipment, design and operating integrity. Oversees the issuance of imminent hazard orders and Notices of Violation/Orders to pay penalties including the recommendation of appropriate penalties. Directs the closing of amusement rides or ski lifts with serious violations or that present an imminent hazard. Participates in informal settlement conferences called by the Bureau and represent the Bureau at formal settlement conferences called by the Office of Administrative Law. Prepares or supervises the preparation of evidence used as testimony at hearings. Personally, prepares and supervises the preparation of clear, scientifically sound, accurate and informational reports containing findings, conclusions, and recommendations. Drafts correspondence dealing with inspections and the work of the section. Supervises the establishment and maintenance of essential Section reports, records, and files. Develops and maintains a reference library of pertinent information on amusement rides of all kinds. Develops and maintains reference material of amusement ride and ski lift accidents and failures, including notable court cases and judgments. Prepares and supervises the preparation of needed statistical materials dealing with the work of the section; prepares technical and general reports, digests and articles for publication concerning the work programs of the office. Confers with governmental officials (State, County, Municipal and Federal) to acquaint them with the laws enforced by the Bureau and to assist them in solving problems. Prepares reports of ongoing work activity and attends all Carnival and Amusement Ride Safety Board meetings, as necessary. Addresses meeting of lay and professional groups on the functions and activities of the section. Confers with the media, as directed, concerning matters of interest. Coordinates activities with those of other departments and agencies as appropriate. Makes budget recommendations as appropriate. As assigned, travels outside of New Jersey to observe and inspect novel and innovative rides and attractions slated for construction and/or operation in the state to determine whether they will meet safety standards and codes. May be required to learn how to utilize various types of electronic and or manual recording and information systems used by the agency, office or related unit.
Experience
Ten (10) years of experience in amusement ride development, construction or inspection. LICENSE(s): Applicants must possess a valid Sub-Code Official license in amusement rides, issued by the New Jersey Department of Community Affairs. Applicants must possess a valid High Rise and Hazardous Specialist (HHS) code enforcement license in amusement rides, issued by the New Jersey Department of Community Affairs.
Knowledge, skills and abilities
Knowledge of the Carnival and Amusement Ride Safety Act and Regulations, N.J.A.C. 5:14 and the Ski Lift Safety Act and Regulations, N.J.A.C. 5:12. Knowledge of the general principles and practical application of accident prevention, sanitation, industrial hygiene, machine safeguarding, and stability of structures. Knowledge of the techniques employed in hazard assessment and in the development of a comprehensive safety program. Knowledge of the objectives, methods, procedures, and techniques used in making safety inspections, investigations, inquiries, and interrogatories. Knowledge of planning and executing adequate and realistic public safety programs, including accident analysis and scientific testing. Knowledge of the laws and principles of physics and mechanics dealing with hydraulics, forces such as gravity and centrifugal force, live and dead loads, and racing forces. Knowledge of electrical components of mechanical systems. Knowledge of the form, content, and interpretation of plans, blueprints, specifications for new construction and for the alteration of existing structures. Knowledge of the proper installation methods for all approved electrical materials, and the ability to ensure that all materials are installed in accordance with proper methods. Knowledge of the various problems encountered by contractors in completing construction work when deviations from plans, specifications and standards are likely to occur. Knowledge of the requirements of varied types of construction projects as expressed in rough and detailed plans and specifications. Knowledge of the qualities, limitations, and proper use of modern construction materials and techniques. Knowledge of the proper placement of materials and equipment to be used in construction. Knowledge of industrial equipment and hazardous conditions which could be causative factors of injury. Knowledge of methods and techniques to abate safety hazards. Ability to supervise a program of inspection activity with regard to the design, installation, maintenance, operation, and registration of carnival and amusement rides and ski lifts to protect the life and safety of the general public. Ability to plan and carry out a statewide program for safety inspection and accident prevention. Ability to devise work programs and schedules for inspection and clerical employees including the provision of suitable work assignments and instruction to staff; and supervise the performance of their work. Ability to read and interpret preliminary and detailed construction blueprints, plans and specifications and schematic diagrams.
