Definition
The Executive Director of the Delaware and Raritan Canal Commission is appointed by the Commission as its executive officer and secretary with the authority to implement policies and plans of the Commission and to perform administrative functions, powers, and duties as directed by the Commission pursuant to the Delaware and Raritan Canal State Park Law of 1974 (c.12;13A-1 et seq.). The Executive Director will enable the Commission to discharge with distinction its responsibilities delineated in the Act, including the preservation, improvement, and enlargement of the park area for the citizens of New Jersey, now and in posterity; to use and enjoy as a recreation area by reason of the beauty of its natural setting; for its value to the urbanized areas through which it traverses; for the preservation and restoration of its historical sites; for the protection of its wilderness areas; and to guarantee that the Canal serves as a vital source of water supply. The Executive Director shall also be responsible for the development and administration of the Review Zone which will protect the values of the Canal Park. Because of the magnitude of these responsibilities - involving many night meetings--the position necessitates full- time engagement with not latitude for non-related activities.
Examples of work
- A. General Responsibilities and Activities 1. Performs day-to-day administrative duties associated with the office of Executive Director. 2. At the direction of the Commission, prepares, with outside professional consultation when indicated, a Master Plan for the physical development of the Delaware and Raritan State Park. After the plan is adopted by the Commission, the Executive Director is responsible for its implementation. 3. At the direction of the Commission, prepares with outside professional consultation when indicated, the boundaries of a Review Zone and the rules and regulations governing land use in that Review Zone. Administers the Commission's review process in the Review Zone. 4. Stimulates the Commission's interest by preparing innovative alternatives to Park projects or programs. 5. Coordinates and supports activities by citizens' groups to promote and preserve the Park. 6. Review Department of Environmental Protection's recommendations to the Commission as to the measures to be taken to preserve, maintain, develop, and improve the park. 7. Prepares or directs the preparation of maps and charts that can be used by the Commission to understand or explain issues relating to the Commission duties. 8. Counsels on land acquisitions, rights-of-way, easements and relations with government agencies at all levels. 9. Employs within budgetary limits, supervises, and releases personnel. 10. Acquires familiarity with matters pertaining to state and local land-use laws, rules and regulations of the State Department of Environmental Protection, decisions of the Commission and the Courts that are germane to the Commission's responsibilities. 11. Prepares reports and studies authorized by the Commission. 12. Mediates controversies and disputes at early stages to maintain a smooth running operation - - all in accordance with general guidelines of the Commission and with right of recourse to counsel when indicated. 13. Represents the Commission at public hearings and special meetings is as indicated. 14. Is responsible for public relations programs, press releases, and arranging for speakers at community or regional meetings. 15. Develops community action programs for the enhancement or enjoyment of the Canal Park. 16. Is responsible for the writing, recording, and distribution of Commission minutes.
- B. Business Services 1. Seeks out public grants-in-aid and other financial support and volunteer services and prepares proposals pertaining thereto. 2. Prepares annual operating budget. 3. Prepares periodic financial statements and progress reports as requested by the Commission. 4. Takes responsibility for acquisition and maintenance of equipment, services, and supplies needed for operation of the office.
