The record by the numbers

4,421 matters at 145 meetings, January 16, 2019 to September 2, 2026. Counts describe matters decided at Commission meetings. Settled, withdrawn and unappealed cases never reach a meeting, so these are not odds for any particular appeal.

Appeals: outcome by kind of matter

"Went the appellant's way" counts grants, reversals and partial relief. Only appeals are counted (not requests an agency brings, such as a new title), and a share is shown only when at least 10 were decided.

About this record

Sources. Everything here comes from the agendas, minutes and decisions the New Jersey Civil Service Commission publishes at nj.gov/csc, and the monthly archive bundles it publishes for 2019 through 2022. CSC does not publish its record before 2019 online. NJ Civil Service Navigator is an independent publication, not affiliated with, endorsed by, or an official resource of the State of New Jersey or the New Jersey Civil Service Commission.

What we add. Each decision is joined to the minutes item that decided it, to the rules and statutes it cites, to the job title and employer it concerns, and to the decisions it relies on. The kind of matter and the outcome are our classification of the minutes; the Commission's own words are quoted beside them. Counts carry their denominators, and a share is not shown for fewer than 10 matters.

Scanned decisions. About one in eight older decisions was published as a scanned image. Their text is recognized twice by OCR and checked against the minutes; a scan that cannot be confirmed shows only the facts the minutes record and the link to the official document.

Where CSC's documents disagree. On 37 pages, CSC's own documents disagree with each other, for example the minutes and a decision's caption giving different docket numbers. The minutes are treated as the index of record and the page says what disagrees. Each such note was checked against the exact documents CSC published and upheld by an independent review that tried to refute it.

Names. Appellants are named as the Commission named them in its public record, and identified only by initials where it used initials. This site does not offer a search by a person's name. To report an error, use the contact form. Nothing here is legal advice.
