What happens to the people already working there on the day a political subdivision votes itself into the civil service system. The Chairperson provides for the classification of every position in the jurisdiction. Anyone holding a position allocated to the career service who has been continuously employed by that subdivision for at least one year before the adoption is considered a permanent employee under Title 11A as of the date of adoption, and employees on an approved leave of absence are included in that. Their seniority is measured by the length of their continuous service with the subdivision, not from the adoption date. Vacation and sick leave entitlements under Title 11A follow from that seniority and take effect on a date the appointing authority sets, which cannot be more than 60 days after adoption. The section covers the transition and nothing else. It does not name which jurisdictions have adopted Title 11A, and no such list appears in these rules.
