Definition
Under the direction of a supervisory official in the Department of Health and Senior Services, performs licensure, certification and complaint surveys of clinical laboratories and/or blood banks performing testing of bodily specimens in one or more of the various scientific disciplines of medical technology including but not limited to the clinical chemistry, clinical microbiology (bacteriology, virology, mycology, and parasitology), hematology, immunohematology, and cytology; develops/conducts training courses to improve performance of clinical laboratory/blood bank personnel; does other related duties as required.
Examples of work
- Visits private/public/hospital laboratories and/or blood banks throughout the state to evaluate the performance of laboratory tests and the collection, processing, storage and distribution of blood and provide consultation in all matters relevant to improving the quality of performance of laboratory tests and protecting the health and safety of blood donors and recipients in accordance with established program policies and state and federal statutes, rules and regulations.
- Establishes or participates in curriculum and has responsibility for conducting formal laboratory courses, workshops, and seminars designed to provide didactic/functional training for technical personnel from private/public/hospital laboratories and/or blood banks throughout New Jersey.
- Evaluates the quality assurance plans and activities of clinical laboratories and/or blood banks to determine that provisions are in place and are monitored at established frequencies in order to ensure the accuracy and reliability of test results and to protect the health and safety of blood donors and recipients.
- May assist with and participate in planning, organization, and conducting of research activities.
- Provides orientation and training to new clinical laboratory evaluators addressing survey procedures, report writing, documentation of deficiencies and related actions.
- Assists in the collection of data for monthly reports, annual reports and others as requested.
- May serve as team leader to coordinate laboratory or blood bank surveys of large facilities providing a full range of testing across multiple specialty areas.
- Oversees and makes frequent analysis of quality control programs in use and makes recommendations concerning possible weaknesses within these programs.
- Provides authoritative technical advice concerning clinical laboratory and/or blood bank procedures to directors and staff of laboratories/blood banks in New Jersey.
- Keeps abreast of equipment innovations within the field of clinical laboratory and/or blood banking technology.
- Prepares clear, technically sound, accurate, and informative reports of inspections containing findings, conclusions, and recommendations.
- Maintains constant surveillance on all relevant literature, trends of thought, and new developments in the field of medical technology and its allied scientific areas.
- May prepare materials necessary when legal action is initiated against various laboratories or blood banks.
- Assists in the maintenance of records, reports, and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Medical Technology or a biological or chemical science which shall have included as least sixteen (16) semester credit hours in chemistry, sixteen (16) semester credit hours in the biological sciences, and three (3) semester hour credits in mathematics.
Experience
Three (3) years of experience as a medical technologist in specialties including but not limited to chemistry, microbiology, hematology, immunology, and cytology in a private/public/hospital clinical laboratory which shall have included training responsibilities, one (1) year of which must have been related to quality control standards.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
American Society of Clinical Pathology (ASCP) certification as a medical technologist may be required for federally funded positions.
Knowledge, skills and abilities
- Knowledge of the science and practice of medical technology and its related scientific areas.
- Knowledge of procedures/techniques employed in making/interpreting standard as well as special diagnostic tests in the clinical laboratory and/or blood bank.
- Knowledge of theory, function, maintenance, and use of blood bank and/or clinical research laboratory equipment.
- Knowledge of statistical methods which are employed in the clinical laboratory and/or blood bank.
- Knowledge of federal regulations pertaining to clinical laboratories and/or blood banks and ability to evaluate compliance with such standards after a period of training.
- Ability to plan and coordinate the work flow in any size clinical laboratory and/or blood bank and to ensure that the design is functional for that facility.
- Ability to provide technical consultation to professional/paraprofessional personnel both in the classroom and bench environment.
- Ability to review the work records and the results of tests/analyses performed by laboratory and/or blood bank testing personnel and determine compliance with manufacturer's specifications and applicable rules and regulations.
- Ability to analyze and make recommendations for the correction of clinical laboratory and/or blood bank problems.
- Ability to prepare and/or edit technical correspondence in the course of official duties.
- Ability to prepare clear, scientifically sound, and accurate survey reports containing findings, conclusions, and recommendations.
- Ability to assist the maintenance of records, reports, and files.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
- American Sign Language or Braille may also be considered as acceptable forms of communication.

A Master's degree in Medical Technology or the biological or chemical sciences may be substituted for one (1) year of indicated nonsupervisory experience.
