MEMBER MUNICIPAL UTILITIES AUTHORITY
Municipal utilities authorities are separate public bodies running water, sewer or solid waste systems, with their own budgets and their own borrowing power. Members are appointed by the municipality that created the authority.
The appointment is made by the governing body, so no examination applies. Authority operating staff are a different matter and many of those titles are classified.

Member Municipal Utilities Authority is a local service title. It is filled by the counties, municipalities, authorities and other employers that have adopted civil service under Title 11A, not by State departments.
