Definition
Under direction of a higher level supervisory official, supervises and/or performs the more complex review, interpretation and analysis of regional transportation operations to formulate sound, comprehensive and cohesive technical plans which integrate related emergency safety measures to develop emergency management programs and emergency operational assignments designed to provide adequate emergency response functions and communications; responds to operation difficulties round the clock; does other related work.
Examples of work
Supervises and evaluates technical analyses of emergency management plans and the activation processes on a statewide basis for available resources, planned evacuation routes and mobilization of special services and facilities in the event of inclement weather, eminent disaster and catastrophic events. Plans, organizes and directs emergency management operations for specified regions. Coordinates with other state, county and federal authorities in the activation of special emergency response special forces, services and facilities. Provides technical guidance and instruction for all hazards and emergencies. Provides assignments and guidance to subordinate staff. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Maintains a calm attitude during stress and emergency periods. Coordinates, conducts, and/or monitors emergency management activities of a highly complex, sensitive nature with particular regard for emergency response situations associated with catastrophic events, including nuclear disasters. Cooperates with other agencies, authorities and emergency management coordinators to monitor and coordinate the development, delivery and regulation of transportation in the motor bus, rail, air and motor carrier modes. Develops and conducts periodic tests of all emergency systems to determine operational preparedness and capability and prepares detailed informative reports based on findings. Analyzes operation schedules, emergency and routine routes, equipment and facility resources and requirements, and related issues and provides recommendations for enhancements. Advises officials on emergency planning matters and assists in the preparation of charts, requirement statements, and communication networks to produce effective plans. Prepares and participates in controlled exercises and performs critiques to determine effectiveness of developing Emergency Preparedness and Operational Plans. Prepares Public Response Plans which include Emergency Evacuation Routes, approved Shelter Locations, and other means of public safety and protection. Supervises and/or prepares highly complex, computerized, clear, technically sound, accurate, and informative reports and studies containing findings, conclusions, and recommendations concerning solutions and implementations. Prepares correspondence in the course of official duties. Supervises the maintenance of records and files. Serves as a liaison with other government officials in matters involving Emergency Management and Communications. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position.
Knowledge, skills and abilities
Knowledge of the methods utilized to develop, plan and coordinate the implementation of emergency safety measures and evacuation procedures. Knowledge of the methods for planning and plotting emergency evacuation routes and contingencies for other modes of mass transportation. Knowledge of supervisory techniques. Knowledge of the methods used to prepare transportation surveys and their application in preparing feasible and realistic Emergency Operation Plans. Knowledge of the types of problems which arise in the planning, design, maintenance and operations of transportation modes and facilities and apply them to the analysis, planning, design and development of an emergency management system. Knowledge of the procedures utilized to ensure the effective and efficient mobilization of emergency management equipment and other resources. Knowledge of the various modes of transportation capable of assisting in the transport of personnel, medical supplies and equipment in the event of an emergency. Ability to incorporate knowledge of transportation modes and capabilities in preparation of emergency management plans. Ability to assemble and analyze data related to Emergency Management. Ability to interpret and apply laws, rules and regulations regarding emergency management planning. Ability to comprehend, interpret, and apply regulations, procedures, and related Emergency Management information. Ability to participate in the review of operations, and in the evaluation of objectives, effectiveness, and administration of emergency management systems and programs. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in the monitoring, evaluation, and maintenance of a regional traffic and/or transportation program or system with responsibility for the planning, development and implementation of emergency management measures. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
