Definition
Under close supervision of a supervisory official in an Environmental Engineering Program, learns to conduct routine surveys, studies, inspections, and/or investigations relating to the improvement and/or monitoring of environmental conditions, and/or the enforcement of environmental laws/regulations; does other related duties as required.

- As a trainee and productive worker under supervision:
- Learns to perform moderately complex engineering calculations.
- Learns to conduct environmental tests and surveys.
- May prepare detailed reports, diagrams, maps, and other technical engineering reports.
- Learns to prepare evidence for use in court actions.
- Learns to prepare accurate, environmentally sound, and informative reports.
- Learns to operate monitoring equipment and devices.
- May assist in performing environmental quality samplings.
- Confers with representatives of industrial complexes regarding environmental matters.
- Compiles materials to be used in review/evaluation of environmental surveys/studies.
- Learns to conduct field inspections of industrial complexes to evaluate polluting emissions and their discharges into the environment.
- Learns to collect and prepare samples for laboratory analysis.
- Learns to investigate complaints.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Civil, Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bioresource Engineering.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of engineering calculations and principles, and of engineering problems.
- Knowledge of responsibilities, programs, standards, policies, and procedures of the Department of Environmental Protection relating to the specific area of assignment after a period of training.
- Knowledge of engineering methods and techniques.
- Knowledge of structural design, earth work construction, soil mechanics, and/or stream gauging or hydraulics.
- Knowledge of the methods used to collect and analyze data.
- Ability to examine and analyze engineering drawings, plans, designs, charts, maps, diagrams, and sketches.
- Ability to collect samples.
- Ability to gather and analyze data.
- Ability to perform simple engineering calculations and to analyze engineering problems.
- Ability to interpret laws, rules, and regulations and apply them to specific situations.
- Ability to conduct field inspections.
- Ability to comprehend and follow relatively complex oral and written instructions.
- Ability to review and analyze engineering plans/specifications, environmental impact statements, and reports.
- Ability to prepare engineering reports and studies.
- Ability to maintain records, reports, and files.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

- ADVANCEMENT
- Employees who complete the twelve (12) month training period successfully will be eligible for advancement to the title of Assistant Environmental Engineer or appropriate variant, or to the title of Engineer 4, Hazardous Site Mitigation.
- The inability of an employee in this title to attain a level of performance warranting advancement to the title listed above shall be considered cause for separation.
