Definition
Under the direction of an Ethics Officer, Chief Data Officer, Chief Information Officer, or other administrative or executive official in a state department, agency, or institution, ensures that AI systems are designed, deployed, and utilized in ways that are ethical, transparent, and compliant with legal and societal standards; develops policies that guide AI projects; conducts ethical assessments and mitigates risks associated with AI systems; advises on best practices and provides training to stakeholders; does other related duties as required.
Examples of work
Develops and implements AI-related polices, guidelines, and ethical frameworks for state government AI projects; examines and updates existing policies as necessary to reflect changes/updates in ethical standards or laws and regulations. Conducts regular audits, ethical assessments, and risk analyses for AI projects; identifies and mitigates risks associated with AI systems including bias, fairness, transparency, accountability, and privacy concerns. Keeps current with laws, regulations, and standards related to AI, including privacy and data protection laws; monitors and ensures that AI applications and projects adhere to ethical guidelines and legal requirements. Provides technical advice to agency employees, leadership, and other stakeholders on ethical issues related to AI projects and strategies; organizes and leads meetings and discussions to resolve ethical issues related to AI. Collaborates with teams including data researchers, software engineers, legal experts, and policy makers to promote responsible AI development and deployment. Designs and implements training programs to increase awareness and understanding of AI ethical issues, best practices, and the importance of transparency in AI; develops educational materials and resources. Prepares detailed reports on the ethical performance of AI projects and initiatives; provides recommendations for improvement and future action. Conducts research or collaborates on research initiatives to further understanding of the latest developments in AI ethics and technology. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a bachelor's degree in computer science, data science, computer engineering, or a related field; or graduation from an accredited college or university with a bachelor's degree in ethics, philosophy, political science, public policy, law, or a related field.
Experience
Six (6) years of experience in developing, analyzing, or implementing policies related to AI and/or technology; conducting privacy audits, conducting ethical assessments, and/or developing data protection strategies; or ensuring compliance with data protection regulations.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of AI technologies, algorithms, and machine learning processes. Knowledge of data collection and analysis techniques. Knowledge of laws and regulations governing AI, such as GDPR for data protection, and frameworks like the EU AI Act. Knowledge of data protection principles, cybersecurity, and user privacy to ensure AI systems respect individual rights. Knowledge of principles such as fairness, accountability, and transparency in making informed ethical decisions. Knowledge of how AI technology affects various aspects of society, such as employment, equity, and cultural norms. Ability to think critically and apply ethical theories and principles to AI applications. Ability to analyze and evaluate ethical implications of AI systems. Ability to develop and implement AI-related policies, guidelines, and ethical frameworks. Ability to conduct audits, assessments, and analyses to identify potential risks and biases. Ability to remain current on legislation and emerging trends in AI ethics and policy. Ability to effectively communicate and explain technical concepts to a variety of audiences. Ability to facilitate discussions with employees, leadership, and stakeholders on ethical issues related to AI projects and strategies. Ability to prepare clear, technically sound, accurate, and informative reports, documents, and educational materials. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
