Definition
Under direction of the Deputy Director, Security, Audit and Licensing, Division of State Lottery, Department of the Treasury, supervises the coordination of and performs complex and specialized investigations of considerable regulations and State laws governing the operation of the State Lottery; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; performs other related duties as required.
Examples of work
Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Supervises the day-to-day operations of the Investigations section. Organizes cases involving multiple investigators. Supervises the investigation of possible violations of rules and regulations of the Lottery Commission and of laws of the State of New Jersey pertaining to Lottery operations. Organizes cases, assigns cases to investigators and develops effective work methods. Prepares reports to the Grand Jury as required by the Prosecutor. Supervises the collection, security, and preservation of evidence for presentation to the Grand Jury as required by the Prosecutor. Testifies in court, in the event of criminal prosecutions pertaining to Lottery instituted cases. Coordinates investigations pertaining to Lottery Operations with the State Attorney General, Federal Bureau of Investigation, County and Municipal authorities. Supervises the investigation of complaints against Lottery agents and compiles detailed reports for the use of the Director at hearings. Supervises the investigation of disputes between Agents and Claimants and arranges amicable settlements where possible. Confers with Courier Service and their security personnel on matters related to Lottery investigations. Oversees the background investigations of individuals applying for licenses as Lottery agents. Ensures subordinate investigators adhere to quality standards in the background check process. Inspects courier facilities and operations to determine whether vendors comply with contractual requirements. May personally conduct the most confidential and sensitive investigations relating to the Lottery Commission and Lottery employees. Reviews and approves reports of assets of Lottery debtors for possible seizure by the State Attorney General prepared by subordinate staff. Sets standards and guidelines for security checks and evaluations of suppliers of Lottery tickets. Oversees the conduct of security inspections of Lottery office facilities. Oversees the continuous review of Lottery security procedures and makes necessary changes to meet changing conditions. Conducts the most confidential and/or sensitive undercover investigations as directed by Deputy Director pertaining to the integrity of the on-line and Instant ticket lottery games. Oversees the review of confidential computer log tapes pertaining to maintaining the integrity of the Lottery and Lottery agents on disputed winners claims. Conducts the most confidential and/or sensitive investigations pertaining to integrity of sensitive computer files and printouts. Prepares clear, technically accurate and comprehensive reports of investigations and submits findings and recommendation on varied correspondence. Maintains essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree.
Experience
Five (5) years of experience as a member of a civil or military law enforcement or investigative agency performing field investigations.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of supervisory principles, methods, and techniques. Knowledge of the accepted methods of conducting field investigations with emphasis on interviewing techniques. Knowledge of New Jersey State Lottery rules and regulations and State Laws pertaining to Lottery operations. Knowledge of computer-generated listings. Knowledge of court procedures involving testimony, introduction of evidence, and demeanor as a witness. Knowledge of applicable laws governing the conduct of investigations. Ability to supervise the organization assigned field work, analyze investigative problems, and develop effective work methods. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to analyze problems and apply State laws and regulations to Lottery operations. Ability to plan, organize, conduct and supervise complex investigations of a general or specialized nature involving multiple investigators. Ability to work cooperatively with associates, superiors, and State and local law enforcement agencies. Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations. Ability to prepare detailed correspondence. Ability to read and understand computer print outs and use such print outs to aid investigations. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
