Definition

Assists an Engineer-in-Charge of Maintenance 2 in a state department, institution, or agency by supervising during a designated tour of duty the operation and maintenance of mechanical equipment and repair and maintenance of buildings and grounds; does other related duties.

Examples of work

• Provides assignments and instructions to employees involved in the operation and maintenance of mechanical equipment in an assigned work program, and supervises the performance of their work.
• May assist in supervising work of Operating Engineers 2 and 1, Operating Engineer Trainees, and others involved in the operation and maintenance of fuel, light, and power plants and of employees engaged in varied types of plumbing, electric, masonry, carpentry, tinning, painting, sewage disposal, cold storage, and other repair and maintenance work.
• Collects, analyzes, and interprets extensive data relating to sewage and water.
• Reads blueprints, plans, and specifications.
• Conducts periodic inspections of varied systems and plants and of buildings and structures, notes hazardous and other significant conditions, determines nature of needed repairs, identifies and obtains staff and materials to perform the work, and ensures that needed repair work is completed.
• May assist in supervising and conducting periodic laboratory and/or engineering tests of sewage, boiler water, potable water, and other plants and systems.
• Obtains, stores, safeguards, distributes, and assists in supervising the use of equipment, materials, and supplies.
• Prepares statistical work in progress, cost, and other reports.
• Maintains records and files of personnel, equipment, materials, supplies, work completed, work in progress, and time spent.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Three (3) years of supervisory experience in charge of the operation and maintenance of utilities and maintenance programs of an institution, college, or similar multibuilding complex.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the methods used to develop effective work schedules for employees engaged in the operation and maintenance of mechanical equipment.
• Knowledge of the methods used to operate fuel, light, and power plants.
• Knowledge of the various types of skilled trades needed for the repair and maintenance of buildings and grounds.
• Knowledge of problems, procedures, and methods used to conduct inspections of varied mechanical equipment.
• Knowledge of the methods used to maintain large institution plants, buildings, and grounds.
• Ability to identify and analyze technical problems and factors involved in the operation and maintenance of mechanical equipment and the maintenance and repair of buildings and grounds.
• Ability to note hazards and other significant conditions, determine the nature of needed repairs or other corrective measures, and to ensure the work is completed properly.
• Ability to supervise the work of a diversified group of employees engaged in the operation and maintenance of mechanical equipment and fuel, light, power, water, and sewage plants.
• Ability to supervise essential plumbing, electrical, carpentry, masonry, tinning, painting, sewage disposal, and refrigeration work.
• Ability to collect, analyze, and interpret extensive data relating to sewage and water problems, and to read plans and specifications.
• Ability to conduct physical inspections of mechanical equipment and buildings and grounds.
• Ability to make and supervise the making of laboratory and/or engineering tests of sewage, boiler water, potable water, and other plans and systems.

• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

A Bachelor's degree in Engineering may be substituted for two (2) years of required experience.

A valid professional Engineer's License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for two (2) years of required experience.

Applicants may be required to possess a license as an Operating Engineer of the appropriate grade and type issued by the NJ Department of Labor.
