Definition

Under general direction of the Superintendent or the Assistant Superintendent, Palisades Interstate Park Commission, assigns, instructs and manages all employees engaged in the maintenance and repair of Park roads, grounds, equipment, and buildings; does related work as required.

Examples of work

• Manages the inspection, maintenance and repair of all Commission buildings and structures, the construction of new buildings, and the alteration of existing buildings.
• Manages the maintenance and repair of picnic and playground areas and equipment.
• Manages the maintenance and repair of all Park roads and the Parkway including bridges, fences, and guide rails as well as pavements.
• Manages the maintenance and development of all turf areas, including Parkway shoulders.
• Manages the maintenance and repair of boat basins and launching ramps.
• Manages snow removal and de-icing work on all Park roads and along the Parkway.
• Manages maintenance staff and equipment utilized in forest fire and brush fire suppression and control.
• Manages the maintenance and repair of all Park vehicles and motorized equipment and maintains equipment repair records.
• Reviews time sheets and personnel performance records for maintenance staff.
• Issues tools and uniforms to maintenance crews.
• Estimates the cost of property damage resulting from accidents or vandalism.
• Prepares factual reports.
• Maintains essential records, reports and files.
• Keeps fairly complex records of personnel, cost, and equipment and daily records of work assigned and completed.
• Reviews work performance evaluations prepared by supervisory staff, and prepares interim and annual employee work performance evaluations in accordance with established guidelines.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in work involving the construction and maintenance of roads, building, picnic and recreation area and turf, two (2) years of which shall have involved supervisory responsibility.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the equipment, materials, supplies, and procedures used in resurfacing and surface treatment and in the maintenance of concrete, asphalt, macadam and gravel roads and in the construction of guard rails, drainage systems, and storm drains.
• Knowledge of the operations, procedures, equipment, materials and supplies used in repairing pavement, shoulders, bridge surfaces and guard rails.
• Knowledge of the equipment, materials, supplies and procedures used in painting, repairing, replacing guard rails and cables, in the cleaning of ditches and inlets, and the erection of snow fences.
• Knowledge of the proper use, care and maintenance of road construction and maintenance equipment.
• Knowledge of the operations and procedures used in the construction and upkeep of landscaped areas, including lawns and shrubbery.
• Knowledge of the equipment, materials and procedures used in seeding, planting, fertilizing, liming, weeding, transplanting, inspecting for disease blight and insect pests, and in the trimming and pruning of shrubs and trees.
• Knowledge of the proper use, care, maintenance and adjustment of lawn mowers, sprinklers, pruning tools, trimming, knives, and other equipment.
• Ability to organize assigned supervisory work, analyze problems arising therein, and develop appropriate work methods for employees engaged in large-scare building, road and other maintenance and repair work.
• Ability to assign and instruct work crews and supervise their work.
• Ability to supervise the repair and maintenance of roads, approaches and drains, the pouring of joints, and the surface treating of concrete, and asphalt and gravel roads.
• Ability to supervise snow removal and ice control operations.
• Ability to supervise the painting and repairing of guard rails and cables, the construction of new guard rails, and the setting of posts.
• Ability to analyze problems involved in the construction and maintenance of landscaped and roadside areas as developed and maintained by the Park.
• Ability to obtain the observance of good horticultural practices and standards.
• Ability to read and interpret simple blueprints already prepared.
• Ability to see that needed equipment, materials and supplies are obtained, safeguarded, distributed, and properly used.
• Ability to supervise spraying for weed control, soil sterilization and growth retardation.
• Ability to make emergency adjustments and repairs to equipment.
• Ability to keep fairly complex records and files of personnel, time, costs and equipment and daily reports of assigned and completed work.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
