- Responsible for establishing the short term borrowing requirements of the General State Fund and for determining the specific amount of monies required and the duration of those loans.
- Supervises the preparation of long and short term cash flow forecasts of the General State Fund and other major funds which will provide the Comptroller with an accurate projection of the State's financial position and the State's ability to meet its disbursement requirements.
- Responsible for the approval and establishment of payment dates of all General State Fund disbursements in excess of $50,000.
- Is responsible for determining the payment dates of large State Disbursements when such dates are not already established by regulation or statute.
- Responsible for making recommendations for changes in statutes and regulations that control the scheduled payment dates of State Aid programs.
- Responsible for the design of cash management systems for the control of funds in all Pension, Lottery, college accounts, and other trust accounts.
- Responsible for supervising the daily control of cash management systems designed for Pension, Lottery, college, and trust accounts.
- Responsible for developing and then administering computer based cash management communications and control systems for all State funds.
- Responsible for establishing and issuing instructions to all State Departments for effective cash management control of the State's receipts and disbursement functions.

- Responsible for supervising the analysis of all services provided by banks in servicing State of New Jersey accounts and acting as the state's liaison in coordinating the activities of the banks.
- Supervises the development and maintenance of a system used for the selection of banks that provide services to the State of New Jersey, which involves the development and writing of specifications that will allow for formalized bidding of services.
- Determines the need for and level of compensating bank account balances to be maintained by the State and/or fee structure, for payment of bank services provided.
- Responsible for reviewing the performance of the banks and making recommendations for changes when required.
- Responsible for negotiating service responsibilities and charges with all banks performing services for the State.

- <b>REQUIREMENTS
- Education</b>
- Graduation from an accredited college with a Bachelor's degree in Business Administration, Finance, Economics, Management, Commerce or Accounting.
Experience
Five years of experience in developing cash management systems and/or supervising a cash management operation, both of which shall have involved a yearly cash flow in excess of one billion dollars, two years of which shall have been in a supervisory capacity.
A Master's degree in any of the above areas may be substituted for one year of the required non- supervisory experience.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

- Thorough knowledge of the basic concepts of cash management.

- Thorough knowledge of the principles and procedures of established accounting systems that relate to the activities of cash management.
- Thorough knowledge of the principles, procedures, standards and techniques of banking methods as they relate to the cash management activities.
- Thorough knowledge of the principles for improvement of clerical operations as they apply to cash management operations.
- Thorough knowledge of all current developments in the area of cash management.
- Thorough knowledge of the services available from banks, service bureaus and others that are available for the mobilization of funds.
- Complete knowledge of the costs of banking services provided to the State of New Jersey.
- Ability to communicate and negotiate, with senior level bankers, bank services and charges totaling approximately two billion dollars yearly.
- Ability to supervise a cash management system involving a cash flow of over five billion dollars and yearly investment earnings up to two hundred and fifty million dollars.
- Ability to devise financial and accounting systems directed toward improvement of the cash management functions.
